  <Title>Federal Orders and Actions Core Team Update</Title>

    <div class="html-content"><p>Dear UMBC Community,</p><p>We write to you today to share the following updates and reminders.</p><p>We distributed federal immigration enforcement cards across campus. The card and related FAQs are available on our <a href="https://umbc.edu/ogrca/federal-changes/#communications" rel="nofollow external" class="bo">Federal Orders and Actions website</a>. The cards have been printed in English and Spanish and have been distributed to locations such as the Center for Global Engagement and the Mosaic Center.</p><p>The Office of General Counsel created <a href="https://www2.umbc.edu/faculty-staff/h1b-visit-guide.pdf" rel="nofollow external" class="bo">a guide for supervisors and employees</a> whose departments may be visited by U.S. Citizenship and Immigration Services (USCIS). The purpose of these visits is to verify information in certain employment-based visa petitions, such as those supporting H-1B employees. The USCIS immigration officers may take photographs of the workspace, review documents, speak with the sponsored employee, and interview other personnel to confirm the employee's work location, hours, duties, etc. It is important to note that these are fact-finding visits, not ICE enforcement operations. Please refer to the guide for instructions on what to do if your department is visited by a USCIS immigration officer.</p><p>David Di Maria, vice provost for global engagement, shared an email, "<a href="https://my3.my.umbc.edu/groups/announcements/posts/157255" rel="nofollow external" class="bo">Responding to International Incidents</a>," on Friday, March 6. The email details how UMBC monitors and responds to international incidents and the resources provided to our community. We encourage you to review this email to be aware of how UMBC supports our community during these times.</p><p>Finally, here is an update on our Division of Research and Creative Achievement grants and budget for this year: </p><ul><li><p>As of February 12, 2026, nine previously canceled federal awards have been reinstated. </p></li></ul><ul><li><p>Our total impact following the reinstatements remains a loss of approximately $14 million, which represents about 4 percent of UMBC's annual federally funded research portfolio. </p></li></ul><ul><li><p>Research expenditures totaled $151 million in FY24 and $185.8 million in FY25.   <Title>Responding to International Incidents</Title>

    <div class="html-content"><div>Dear Campus Community,</div><div><br></div><div>I am writing to update you on UMBC’s approach to responding to international incidents, specifically in light of any ongoing international conflicts. I understand that these events may  cause significant distress and uncertainty, particularly for members of our UMBC community with personal or academic connections to the regions impacted. </div><div><br></div><div>The safety and well-being of our students, faculty, and staff are our highest priorities. While incidents occur daily worldwide, we recognize some events can impact the ability of our community members more than others to travel freely, conduct research, complete their studies, or pose a direct threat to personal health, safety, and security. The following are the steps we take when such international incidents occur.</div><div><br></div><h3><strong>How UMBC Responds to International Incidents</strong></h3><div>When an international incident occurs, whether that is an armed conflict, a disease outbreak, or a natural disaster, UMBC follows this protocol:</div><div><br></div><div><strong>1. Reach Out to Impacted Community Members</strong></div><div><ul><li><em>Travelers</em></li></ul>Per UMBC’s <a href="https://www2.umbc.edu/policies/pdfs/International%20Travel%20Policy%20VIII11.00.02.pdf" rel="nofollow external" class="bo">International Travel Policy</a>, all university-affiliated international travel must be registered with the university. This ensures that staff in the Center for Global Engagement (CGE) receive automated notifications when UMBC travelers are impacted by incidents classified by our insurance provider, risk intelligence company, or the U.S. Department of State as high or extreme risk. Additionally, we manually consult the International Travel Registry to confirm students, faculty, and staff currently located in or scheduled to transit through the impacted region.</div><div><br></div><div>If UMBC has travelers in an impacted region, CGE staff will reach out to those travelers to confirm their safety, assess their immediate needs, and provide  assistance as necessitated by the circumstances. Assistance ranges from simply sharing information to working with our insurance provider to coordinate an authorized medical or security evacuation.</div><div><br></div><div><ul><li><em>International Students and Scholars</em></li></ul></div><div>CGE staff message international students, faculty, and staff from impacted countries and whose immigration records are managed by UMBC. In addition to reminding individuals of available campus resources, CGE shares notices regarding any special provisions (e.g., <a href="https://www.ice.gov/sevis/f1-ssr" rel="nofollow external" class="bo">Special Student Relief</a> and <a href="https://www.uscis.gov/humanitarian/temporary-protected-status" rel="nofollow external" class="bo">Temporary Protected Status</a>) made available to impacted individuals by the U.S. government.</div><div><br></div><div><strong>2. Engage Campus Partners</strong></div><div>CGE coordinates with campus partners to support UMBC community members impacted by international incidents. A small and agile International Rapid Response Team is available to assess immediate and long-term impacts and identify campus resources available to those impacted.</div><div><br></div><div><strong>3. Monitor Developments</strong></div><div>Regardless of whether or not UMBC has travelers in an impacted region on university-affiliated travel, we continue to monitor significant international incidents to look for potential escalations or expansion to other areas where university travelers are present. If warranted, we will require requests for university-affiliated travel to impacted regions to be reviewed and approved by UMBC’s International Travel Review Committee, which includes faculty and staff representatives. If it seems evident that risks will spread to neighboring regions, university travelers in those areas may be proactively advised to depart their location. Please note that we do not monitor personal travel.</div><div><br></div><h3><strong>How UMBC Monitors International Incidents</strong></h3><div>To ensure our decisions are based on the most accurate and current information, UMBC uses several resources that are not available to the general public:</div><div><ul><li><em>AlertTraveler:</em> AlertTraveler, which is a component of UMBC’s International Travel Registry, provides real-time alerts to CGE staff when high-threat incidents occur in locations where university travelers are present.</li><li><em>AXA Assistance / Crisis24 Horizon:</em> As part of UMBC’s international travel insurance policy, UMBC is supported by AXA Assistance, which offers 24/7 medical, travel, and technical support, and Crisis24 Horizon, a comprehensive security and travel risk management platform that enables CGE staff to analyze international incidents and assess emerging threats. </li><li><em>Overseas Security Advisory Council (OSAC):</em> This is a partnership between the U.S. Department of State’s Diplomatic Security Service and private sector organizations, including higher education institutions. OSAC provides UMBC with unclassified security analysis, country-specific risk advisories, and direct access to analysts and regional security officers who can help with security assessments and incident response. In addition to receiving a daily update on global health, safety, and security incidents, UMBC belongs to several communities within OSAC focused on specific concerns.</li><li><em>Additional Channels:</em> We also leverage information provided by foreign governments, our network of peer institutions, and international partners to stay current as events unfold and to predict future developments.</li></ul></div><div><br></div><h3><strong>Resources for University Travelers</strong></h3><div>If you are planning international travel, please ensure you utilize the following resources:</div><div><ul><li><em>AlertTraveler App:</em> All university travelers should <a href="https://support.terradotta.com/hc/en-us/articles/4409628968343-AlertTraveler-Installing-and-Activating-the-AlertTraveler-Mobile-App" rel="nofollow external" class="bo">download the AlertTraveler App</a>, which integrates directly with UMBC’s International Travel Registry system. AlertTraveler provides real-time security alerts specific to your location. It also includes a “Check-in” button that allows you to instantly notify CGE staff that you are safe during an emergency.</li><li><em>Cultural Insurance Services International (CISI):</em> All travelers going abroad on university-affiliated trips are required to enroll in the CISI international travel insurance policy. In addition to standard medical benefits, CISI provides critical non-insurance services ranging from assisting with replacement of lost medications to authorizing medical and security evacuations. Please <a href="https://www.culturalinsurance.com/students/resources/mycisiapp" rel="nofollow external" class="bo">download the CISI Traveler App</a> to access your insurance materials and services on your phone. Travelers may also enroll any dependents accompanying them on university-affiliated trips in the CISI international travel insurance policy at their own expense.</li><li><em>Smart Traveler Enrollment Program (STEP):</em> Prior to traveling internationally, all U.S. citizens should enroll in the U.S. Department of State’s free STEP Program. This free service registers your trip with the nearest U.S. embassy or consulate, enabling travelers to receive timely updates and alerts unique to their location. Enrollment in STEP also helps the U.S. Department of State to contact your family in the event of an emergency.</li></ul></div><div><br></div><h3><strong>Resources and Support</strong></h3><div>Like the state of Maryland, UMBC is a diverse and globally-engaged community. Our faculty, staff, and students have family, friends, and academic collaborators worldwide. For many, the concept of home stretches across borders, cultures, and timezones. We recognize that national and world events beyond our campus can have a significant impact on the overall well-being of our community members. </div><div><br></div><div>As a community of inquiring minds, it is important that we all remain committed to maintaining a global perspective. Staying informed of world events, seeking to understand viewpoints different from our own, and offering support to classmates and colleagues impacted by incidents that may seem to be a world away are three key ways to assist our global community at UMBC.</div><div><br></div><div>Finally, you are encouraged to review the resources mentioned below and utilize these resources if you need assistance or support.</div><div><ul><li><a href="https://health.umbc.edu/counseling-services/counseling/" rel="nofollow external" class="bo">Retriever Integrated Health</a> offers individual counseling and group counseling services to students.</li><li><a href="https://hr.umbc.edu/benefits/benefit-information/employee-assistance-program/" rel="nofollow external" class="bo">UMBC’s Employee Assistance Program (EAP)</a> provides employees with access to free confidential counseling and connections to attorneys who can help with a variety of issues, including immigration concerns.</li><li>The <a href="https://isss.umbc.edu/contact/" rel="nofollow external" class="bo">Office of International Students and Scholars</a> is available to consult on immigration-related travel issues for individuals holding F-1, H-1B, and J-1 immigration status.</li><li>Review the <a href="https://travel.state.gov/content/travel/en/international-travel/before-you-go/travelers-with-special-considerations/students.html?refcode=osac" rel="nofollow external" class="bo">U.S. Department of State’s Advice for U.S. Students Abroad</a>, which includes remaining aware of your surroundings, keeping a low profile, avoiding crowds and demonstrations.   <Title>Update from the UMBC Core Team - Federal Immigration Enforcement General Information Card and FAQs</Title>

    <div class="html-content"><div>Dear UMBC Community,</div><div><br></div><div>The UMBC Core Team, a team composed of senior leadership that meets weekly to discuss updates related to all facets of federal policy changes, is writing about two items created to provide additional support and clarity regarding federal immigration enforcement: 1) a general information card, should a UMBC community member encounter a federal immigration enforcement agent, and 2) FAQs, which expand upon the items on the card.</div><div><br></div><div><em>You can now find a printable version of the general information card on the <a href="https://umbc.edu/ogrca/federal-changes/" rel="nofollow external" class="bo">Federal Orders and Actions</a> site</em>; you will see a link to the printable card on the “Campus Communications” section of the home page.   <Title>Recent Updates to Immigration and Visa Policies</Title>

    <div class="html-content"><p>Dear Campus Community,</p><p>I am writing to update you regarding four recent changes to federal immigration and visa policies. Each of these changes is summarized in bold, with details underneath, followed by campus guidance.</p><p>Please remember that each individual's circumstances are different, and this communication is provided for informational purposes only. It should not be construed as legal advice on any subject matter. If you have specific questions and hold another immigration status, please consult with a <a href="https://www.ailalawyer.com/" rel="nofollow external" class="bo">private immigration attorney</a>.</p><p><strong>U.S. Citizenship and Immigration Services (USCIS) expands adjudicative hold and intensifies review of applications for certain immigration benefits</strong></p><p>On January 1, 2026, USCIS issued an updated <a href="https://www.uscis.gov/sites/default/files/document/policy-alerts/PM-602-0194-PendingApplicationsAdditionalHighRiskCountries-20260101.pdf" rel="nofollow external" class="bo">policy memorandum</a>, expanding on its <a href="https://www.uscis.gov/sites/default/files/document/policy-alerts/PM-602-0192-PendingApplicationsHighRiskCountries-20251202.pdf" rel="nofollow external" class="bo">December 2, 2025, memorandum</a>, directing USCIS personnel to perform the following actions:</p><ol><li><p>Place a hold on all pending benefit applications for aliens listed in Presidential Proclamation (PP) 10998, Restricting and Limiting the Entry of Foreign Nationals to Protect the Security of the United States, pending a comprehensive review, regardless of entry date; </p></li><li><p>Conduct a comprehensive review of all policies, procedures, and screening and vetting processes for benefit requests for aliens from countries listed in PP 10998; and </p></li><li><p>Conduct a comprehensive re-review of approved benefit requests implicated in PP 10998 that were approved on or after January 20, 2021.</p></li></ol><p>Based on the above actions, students and employees who utilized Palestinian Authority-issued travel documents or listed a PP 10998 named country as their country of birth or citizenship on certain immigration benefit applications will be subject to a re-review of benefits eligibility and admissibility, including a potential interview or re-interview. The January memorandum expands, but does not replace, the policy outlined in the December memo. The expanded policy specifically:</p><ol><li><p>Extends adjudicative holds to the additional countries designated under PP 10998.</p></li><li><p>Clarifies that the hold applies to individuals based on country of birth, nationality, certain citizenship-by-investment scenarios, and Palestinian-Authority-issued travel documents.</p></li><li><p>Communicates that "USCIS will place an adjudicative hold on all pending benefit requests submitted by or for aliens from the high-risk countries identified in PP 10998, allowing for a thorough case-by-case review. This hold will remain in effect until lifted or modified by the USCIS Director through a subsequent memorandum or memorandum attachment. Any requests to lift the hold due to litigation or other extraordinary circumstances must receive approval from the USCIS Director or Deputy Director."</p></li><li><p>Establishes very limited exceptions to the adjudicative hold for certain benefit types (e.g., some I-765 categories, I-90, N-600), subject to strict coordination requirements.</p></li><li><p>Explicitly states that it does not supersede the December 2 memorandum, except where it creates enumerated exceptions.</p></li></ol><p>Exceptions to the adjudication hold include:</p><ol><li><p>Form I-90, Application to Replace Permanent Resident Card (Green Card);</p></li><li><p>Form N-565, Application for Replacement Naturalization/Citizenship Document;</p></li><li><p>Form N-600, Application for Certificate of Citizenship ("Except Yemen and Somalia");</p></li><li><p>Form I-765, Application for Employment Authorization filed under the (c)(8) [pending asylum], limited (c)(11) (parolees), and limited (c)(14) (deferred action) categories;</p></li><li><p>Form I-910, Application for Civil Surgeon Designation (only for physicians that are citizens or nationals of the United States);</p></li><li><p>Benefit requests filed by any alien who is an athlete or member of an athletic team, including the coaches, persons performing a necessary support role, and immediate relatives for the purpose of participating in the World Cup, Olympics, or other major sporting event as determined by the Secretary of State;</p></li><li><p>Benefit requests that are a priority for law enforcement and where ICE has requested USCIS take adjudicative action to uphold public safety or national security;</p></li><li><p>Benefit requests filed by aliens whose entry would serve a United States national interest;</p></li><li><p>Benefit requests, as well as the associated underlying benefits, for any programs that are terminated or discontinued as a result of an Executive Order, Proclamation, Federal Register Notice, or Directive issued by the President, the Secretary of Homeland Security, or the USCIS Director; and</p></li><li><p>Automatic termination decisions for ancillary or related benefit requests when an alien is granted Legal Permanent Resident status or becomes a naturalized citizen.</p></li></ol><p>Notably, there is no exception for immigration benefits commonly used in higher education, such as a Form I-765 filed for Optional Practical Training, a Form I-539 filed to change to nonimmigrant student status, or a Form I-129 filed by an H-1B petitioner requesting extension of an H-1B employee's stay. Furthermore, on December 5, 2025, USCIS <a href="https://x.com/USCIS/status/1996945001490600025?s=20" rel="nofollow external" class="bo">posted</a> on its "X" account, "...all final decisions for asylum have been shut down, we've paused adjudication of immigrant and non-immigrant benefits for any alien from the 19 countries of concern, and we will review all existing green cards that were granted in the last 5 years."</p><p><em>Campus Guidance:</em></p><ul><li><p>Citizens of the countries listed in PP 10998 should be aware that their immigration benefits approved on or after January 20, 2021, may be subject to renewed scrutiny. As a result, USCIS may require additional documentation, biometrics, interviews or re-interviews. </p></li><li><p>Affected individuals should expect delayed processing and increased scrutiny of their immigration benefit requests. While petitions may still be submitted, they will be processed by USCIS up to the final adjudication stage, at which point they will stall until the adjudicative hold is lifted. A "final adjudication" refers to the issuance of a final decision on a case, such as an approval, denial, or dismissal.</p></li></ul><br><p><strong>USCIS announces increased premium processing fees</strong></p><p>On January 12, 2026, USCIS published a <a href="https://public-inspection.federalregister.gov/2026-00321.pdf" rel="nofollow external" class="bo">final rule</a> in the Federal Register announcing increases to premium processing fees effective March 01, 2026. </p><p>Premium processing is a service whereby DHS provides expedited processing of eligible immigration benefit requests in exchange for an additional fee. This service is necessary for certain students and employees who require certain time-sensitive immigration benefit requests to be processed by a specific date in order to study or work at UMBC.</p><p>Below is a summary of premium processing fee increases that are most likely to impact our UMBC community. For a full listing of the fee increases, please refer to the published final rule.</p><ol><li><p>Form I-129, Petition for a Nonimmigrant Worker (E-1, E-2, E-3, H-1B, H-3, L-1A, L-1B, LZ, O-1, O-2, P-1, P-1S, P-2, P-2S, P-3, P-3S, Q-1, TN-1, and TN-2): The fee will increase from $2,805 to $2,965</p></li><li><p>Form I-140, Immigrant Petition for Alien Worker (E11, E12): Increases from $2,805 to $2,965</p></li><li><p>Form I-539, Application to Extend/Change Nonimmigrant Status (requests for change of status to F-1, F-2, J-1 or J-2): Increases from $1,965 to $2,075</p></li><li><p>Form I-765, Application for Employment Authorization (F-1 students seeking Optional Practical Training or STEM Optional Practical Training): Increases from $1,685 to $1,780</p></li></ol><p><em>Campus Guidance:</em></p><ul><li><p>In order to avoid having to pay the additional fee, students and employees who know they will require premium processing should ensure their time-sensitive immigration benefit petitions are postmarked prior to March 1, 2026. </p></li><li><p>Please note that the U.S. Postal Service (USPS) recently implemented operational changes meant to consolidate its processing network under the <a href="https://about.usps.com/what/strategic-plans/delivering-for-america/assets/USPS_Delivering-For-America.pdf" rel="nofollow external" class="bo">Delivering for America (DFA)</a> plan. One such change could result in a postmark date being applied to a piece of mail days after USPS first receives the mail from a customer. According to <a href="https://public-inspection.federalregister.gov/2025-20740.pdf" rel="nofollow external" class="bo">advice</a> issued by USPS, "customers who want a postmark aligning with the date on which the Postal Service first accepted possession of their mailpiece may request, for no additional fee, a manual (local) postmark at any Post Office, station, or branch when tendering their mailpiece."</p></li><li><p>Students, employees, and hiring departments should budget for the additional expense required for premium processing requests postmarked on or after March 1, 2026. </p></li></ul><p><strong>U.S. Department of State added 25 more countries to the visa bond list</strong></p><p>On January 8, 2026, the Department of State expanded the <a href="https://travel.state.gov/content/travel/en/News/visas-news/countries-subject-to-visa-bonds.html" rel="nofollow external" class="bo">list</a> of countries whose nationals are subject to visa bonds. As outlined in a <a href="https://www.federalregister.gov/documents/2025/08/05/2025-14826/visas-visa-bond-pilot-program" rel="nofollow external" class="bo">temporary final rule</a> published in the Federal Register on August 5, 2025, the Visa Bond Pilot Program requires covered individuals applying for visas as temporary visitors for business or pleasure (B-1/B-2) to post a bond of up to $15,000 as a condition of visa issuance. This pilot program runs from August 20, 2025 through August 5, 2026.</p><p>Bonds are only required from individuals applying for a visitor visa (B-1/B-2) with a passport issued by one of the countries listed in the notice. </p><p><em>Campus Guidance</em>: </p><ul><li><p>Family members and friends of UMBC students and employees wishing to visit them in the United States should confirm whether or not they are subject to the Visa Bond Pilot Program. </p></li><li><p>Individuals subject to the Visa Bond Pilot Program should contact the U.S. Consulate or Embassy where they plan to apply for a visa to inquire about the actual bond fee.</p></li></ul><br><p><strong>U.S. Department of State pauses immigrant visa processing for nationals of 75 countries effective January 21, 2026</strong></p><p>On January 14, 2026, the Department of State <a href="https://travel.state.gov/content/travel/en/News/visas-news/immigrant-visa-processing-updates-for-nationalities-at-high-risk-of-public-benefits-usage.html" rel="nofollow external" class="bo">announced</a> that, effective January 21, 2026, it is pausing all visa issuances to <a href="https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/all-visa-categories.html" rel="nofollow external" class="bo">immigrant visa</a> applicants who are nationals of the following countries:</p><p>Afghanistan, Albania, Algeria, Antigua and Barbuda, Armenia, Azerbaijan, Bahamas, Bangladesh, Barbados, Belarus, Belize, Bhutan, Bosnia and Herzegovina, Brazil, Burma, Cambodia, Cameroon, Cape Verde, Colombia, Cote d'Ivoire, Cuba, Democratic Republic of the Congo, Dominica, Egypt, Eritrea, Ethiopia, Fiji, The Gambia, Georgia, Ghana, Grenada, Guatemala, Guinea, Haiti, Iran, Iraq, Jamaica, Jordan, Kazakhstan, Kosovo, Kuwait, Kyrgyz Republic, Laos, Lebanon, Liberia, Libya, Moldova, Mongolia, Montenegro, Morocco, Nepal, Nicaragua, Nigeria, North Macedonia, Pakistan, Republic of the Congo, Russia, Rwanda, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Senegal, Sierra Leone, Somalia, South Sudan, Sudan, Syria, Tanzania, Thailand, Togo, Tunisia, Uganda, Uruguay, Uzbekistan, and Yemen </p><p>This pause only applies to <a href="https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/all-visa-categories.html" rel="nofollow external" class="bo">immigrant visas</a>. If you have specific legal questions about your own immigration status, please seek assistance from a private immigration attorney.</p><p>On December 16, 2025, President Trump issued a <a href="https://www.whitehouse.gov/presidential-actions/2025/12/restricting-and-limiting-the-entry-of-foreign-nationals-to-protect-the-security-of-the-united-states/" rel="nofollow external" class="bo">proclamation</a> that expands upon the <a href="https://www.whitehouse.gov/presidential-actions/2025/06/restricting-the-entry-of-foreign-nationals-to-protect-the-united-states-from-foreign-terrorists-and-other-national-security-and-public-safety-threats/" rel="nofollow external" class="bo">June 4, 2025</a> list of countries subject to a "full" or "partial" suspension of entry to the United States. This proclamation expands entry restrictions to include certain immigrants and nonimmigrants from 39 countries and individuals traveling with Palestinian Authority-issued documents. <strong>The new entry restrictions go into effect at 12:01 a.m. Eastern Standard Time on January 01, 2026.</strong></p><p><strong>Full Suspension of Entry<br></strong>A "full" suspension constitutes a restriction on entry into the United States as immigrants and as nonimmigrants with limited exceptions for:</p><ol><li><p>Any lawful permanent resident of the United States;</p></li><li><p>Any dual national of a country on the above list when the individual is traveling on a passport issued by a country not so designated;</p></li><li><p>Any foreign national traveling with a valid nonimmigrant visa in the following classifications:  A‑1, A-2, C-2, C-3, G-1, G-2, G-3, G-4, NATO-1, NATO‑2, NATO-3, NATO-4, NATO-5, or NATO-6;</p></li><li><p>Any athlete or member of an athletic team, including the coaches, persons performing a necessary support role, and immediate relatives, traveling for the World Cup, Olympics, or other major sporting event as determined by the Secretary of State;</p></li><li><p>Special Immigrant Visas for United States Government employees under 8 U.S.C. 1101(a)(27)(D); and</p></li><li><p>Immigrant visas for ethnic and religious minorities facing persecution in Iran.</p></li></ol><p><strong>Countries <em>(additions in italics)</em> subject to the "full" suspension include: </strong></p><ul><li><p>Afghanistan, <em>Burkina Faso</em>, Burma, Chad, Equatorial Guinea, Eritrea, Haiti, Iran, <em>Laos,</em> Libya, <em>Mali, Niger,</em> Republic of the Congo, <em>Sierra Leone,</em> Somalia, <em>South Sudan, </em>Sudan, <em>Syria</em> and Yemen.</p></li><li><p>A full suspension was also announced for individuals using travel documents issued or endorsed by the <em>Palestinian Authority.</em></p></li></ul><p><strong>Partial Suspension of Entry</strong></p><p>A "partial" suspension constitutes a restriction on entry into the United States as immigrants and as nonimmigrants on B-1, B-2, B-1/B-2, F, M, and J visas with the same limited exceptions as are provided for the "full" suspension. Other categories of nonimmigrant visas are not currently subject to the "partial" suspension.</p><p><strong>Countries <em>(additions in italics)</em> subject to a "partial" suspension include:</strong></p><ul><li><p><em>Angola, Antigua and Barbuda, Benin,</em> Burundi, <em>Cote d'Ivoire,</em> Cuba, <em>Dominica, Gabon</em>, <em>The Gambia, Malawi,</em> <em>Mauritania, Nigeria, Senegal, Tanzania,</em> Togo, <em>Tonga,</em> Venezuela, <em>Zambia and Zimbabwe.</em></p></li></ul><p><strong>Entry Restrictions on Nationals of Turkmenistan to be Amended<br></strong>The current partial ban on nonimmigrants from Turkmenistan will be lifted. The ban will be lifted for nonimmigrants on B-1, B-2, B-1/B-2, F, M and J visas. However, the entry into the United States of nationals of Turkmenistan as immigrants remains suspended.</p><p><strong>Applicability:<br></strong>According to a <a href="https://www.whitehouse.gov/fact-sheets/2025/12/fact-sheet-president-donald-j-trump-further-restricts-and-limits-the-entry-of-foreign-nationals-to-protect-the-security-of-the-united-states/" rel="nofollow external" class="bo">White House Fact Sheet</a>, the new proclamation only applies to foreign nationals of the designated countries who:</p><ul><li><p>Do not meet one of the limited exceptions previously mentioned;</p></li><li><p>are outside of the United States on January 01, 2026; and </p></li><li><p>do not have a valid visa on January 01, 2026.</p></li></ul><p><strong>Impact:<br></strong>During the fall 2025 semester, 160 UMBC students were citizens of one of the designated countries. An additional 30 students who were admitted and already confirmed their intent to enroll at UMBC for the spring 2026 semester may no longer be able to join our campus community due to the expanded travel restrictions.</p><br><p><strong>Guidance:<br></strong>Nationals of the designated countries should fully understand how this<a href="https://my3.my.umbc.edu/groups/announcements/posts/150664/3b610/9425af2ffd98687ad1483ca75bca0909/web/link?link=https%3A%2F%2Fwww.whitehouse.gov%2Fpresidential-actions%2F2025%2F06%2Frestricting-the-entry-of-foreign-nationals-to-protect-the-united-states-from-foreign-terrorists-and-other-national-security-and-public-safety-threats%2F" rel="nofollow external" class="bo"> proclamation</a> applies to their individual circumstances before planning travel outside of the United States.</p><ul><li><p>Individuals holding active F, H, or J immigration status should<a href="https://my3.my.umbc.edu/groups/announcements/posts/150664/3b610/95a04e109b6986f2cdc1448f0b4034a6/web/link?link=https%3A%2F%2Fisss.umbc.edu%2Fcontact%2F" rel="nofollow external" class="bo"> contact the Center for Global Engagement</a> prior to planning international travel.</p></li><li><p>Individuals in other immigration statuses should<a href="https://my3.my.umbc.edu/groups/announcements/posts/150664/3b610/fa9b6aa4898514a388b8fb47894f0a9c/web/link?link=https%3A%2F%2Fwww.ailalawyer.com%2F" rel="nofollow external" class="bo"> contact a private immigration attorney</a> prior to planning international travel.</p></li><li><p>Individuals who are considering changing their current immigration status should<a href="https://my3.my.umbc.edu/groups/announcements/posts/150664/3b610/fa9b6aa4898514a388b8fb47894f0a9c/web/link?link=https%3A%2F%2Fwww.ailalawyer.com%2F" rel="nofollow external" class="bo"> consult with a private immigration attorney</a> about how the proclamation may impact their future intended status.</p></li></ul><p><strong>Support:<br></strong>The Center for Global Engagement is actively reaching out to international students, employees and visiting scholars (F, H and J nonimmigrants) from the designated countries regarding the expanded travel ban.   <Title>Reminder - Guidance Regarding Potential for Federal Immigration Enforcement at UMBC</Title>

    <div class="html-content"><p>Dear UMBC Community,</p><p>In recent weeks, concerns and questions about the potential for federal immigration enforcement at UMBC have risen to a new level. The ever-increasing online visibility of enforcement actions and shifts in Immigration and Customs Enforcement's strategy nationwide have understandably caused anxiety across our country and at UMBC. </p><p>Today, I want to remind you of guidance, information, and resources that may be of assistance to you and provide clarity during these uncertain times. </p><p><strong>Key resources and information</strong></p><p>First, our <a href="https://umbc.edu/ogrca/federal-changes/" rel="nofollow external" class="bo">federal orders and actions website</a> contains detailed information and communications about federal actions and their impacts on our UMBC community. You will find <a href="https://ogc.umbc.edu/useful-links/" rel="nofollow external" class="bo">a web page that covers guidance related to federal immigration law enforcement</a>, and links to the Office of International Students and Scholars <a href="https://isss.umbc.edu/updates/" rel="nofollow external" class="bo">immigration policy updates</a>, which features recent clarifications regarding the entry ban on certain H1-B employees.  </p><p><strong>Role of the UMBC Police Department</strong></p><p>I also want to address the important role of the UMBC Police Department in responding to federal immigration enforcement notifications and actions. Should you receive a request from external law enforcement for information, records, or access to non-public space on campus, immediately notify the Police Department at (410) 455-5555. They will coordinate with relevant university officials and respond to the request. The Police Department and my office—the Office of General Counsel—will work together to ensure that any contact with outside law enforcement agencies, including federal agencies, is handled lawfully, carefully, and with the safety and privacy of our community in mind.</p><p><strong>Will federal immigration enforcement notify UMBC of plans to come to campus?</strong></p><p>Several of you have asked if federal immigration enforcement will notify our Police Department of any plans to come to UMBC. Federal law enforcement personnel are not required to notify campus or local law enforcement before entering public spaces. Federal Immigration and Customs Enforcement officials have previously indicated that, as a matter of professional courtesy, they would contact our Police Department if they plan to visit or operate on our campus. While that notification would be greatly appreciated, there is no legal requirement for advance notice, and federal agencies may conduct lawful activity in public areas without prior coordination. </p><p>If the Police Department becomes aware of the presence of federal law enforcement personnel on campus, they will immediately work with university leadership and my office to confirm legal authority and purpose, ensure compliance with Maryland law and university policy, determine the appropriate response, and take all lawful steps to protect the safety and well-being of our community. </p><p><strong>Campus communications</strong></p><p>Many of you have inquired about communications to the campus community. Consistent with regular university procedures, if a situation presents a safety concern or results in a significant disruption to normal campus operations, the Police Department will promptly use its established emergency and safety communication systems, such as <a href="https://police.umbc.edu/emergency-preparedness/umbc-alerts/" rel="nofollow external" class="bo">UMBC Alerts</a>, to keep the UMBC community informed. If you have not yet signed up for UMBC Alerts, please consider doing so.</p><p>The department will partner with university leadership, including my office, to ensure consistent, timely, and lawful communication. If the activity is lawful, limited in scope, and there is no direct safety impact, the Police Department, my office, and university leadership will monitor and manage the situation appropriately, and communicate updates as necessary through official university channels, which include UMBC Alerts, and emails through myUMBC.</p><p>Please be assured that the shared goal of the Police Department, my office, and university leadership is to protect and support our university community and maintain open communication and mutual trust.   <Title>Government Shutdown Questions and Answers</Title>

    <div class="html-content"><div>Dear UMBC Campus Community,</div><div><br></div><div>As your vice president for communications and marketing, occasionally you will hear from me related to external news and how it may impact our community, as well as communications, marketing, and branding information.</div><div><br></div><div>Today, I write to share questions and answers, as well as resources if you need assistance, regarding the U.S. government shutdown that began at 12:01 a.m. on Wednesday, October 1. Several agencies and parts of the U.S. government have begun shutting down because Congress did not pass a stopgap funding measure by the deadline of midnight on Tuesday, September 30. </div><div><br></div><div><strong>Will the federal shutdown impact federal student financial aid?</strong></div><div><br></div><div>No, because aid funds are disbursed at the beginning of the semester. Most aid programs are approved by Congress a year in advance, so a shutdown will not impact them. </div><div><br></div><div>FAFSA processing, Pell Grant and loan disbursements, loan servicing, and critical operations will continue. Title I and Individuals with Disabilities Education Act (IDEA) grant funding is available as usual. States, schools, and other grantees will be able to access funds from recent awards. </div><div><br></div><div>The Office of Federal Student Aid is retaining employees as needed to conduct rulemaking and actions as required by law.</div><div><br></div><div>Students will need to continue making loan payments on their outstanding student debt. However, borrowers looking for specific assistance from the U.S Department of Education will not receive it during the government shutdown.</div><div><br></div><div>If you have questions about UMBC financial aid, please call 410-455-2387 or <a href="https://financialaid.umbc.edu/contact-form/" rel="nofollow external" class="bo">use this form</a> to be connected with a UMBC financial aid representative.</div><div><br></div><div><strong>What does the shutdown mean for immigration services for students, faculty, and staff?</strong></div><div><br></div><div>Fee-funded operations of federal agencies providing immigration services generally continue during a shutdown. However, operations funded through appropriations are generally suspended.</div><div><br></div><div>U.S. Citizenship and Immigration Services (USCIS) will continue to process applications and petitions. However, processing times may be delayed particularly if an adjudication is dependent on functions performed by other agencies affected by the shutdown, or if USCIS resources are reprioritized. The E-Verify program will not be operational during the shutdown. </div><div><br></div><div>U.S. Customs and Border Protection will continue to operate at U.S. ports of entry.</div><div><br></div><div>The U.S. Department of Labor has suspended immigration functions, including the processing of labor condition applications (LCAs), prevailing wage requests, permanent labor certification (PERM), and temporary labor certification applications. </div><div><br></div><div>The U.S. Department of State will continue to provide consular processing during the shutdown. This includes issuance of U.S. passports and visas as well as providing assistance to U.S. citizens abroad. Certain domestic consular operations are suspended.</div><div><br></div><div>U.S. Immigration and Customs Enforcement will continue operations during the shutdown.</div><div><br></div><div>For immigration services questions, please reach out to the <a href="https://isss.umbc.edu/" rel="nofollow external" class="bo">Center for Global Engagement</a>. </div><div><br></div><div><strong>What is the impact on federally funded research projects?</strong></div><div><br></div><div>The shutdown will have little to no impact on the continuance of federally funded research activities. Our institution’s research projects will proceed as usual, unless otherwise notified by the UMBC Division of Research and Creative Achievement (ORCA).</div><div><br></div><div>As for our NASA research activities, the researchers at Goddard have already received detailed information from their respective leadership about continuing to follow the standard procedures they have used during previous federal government shutdowns. </div><div><br></div><div><strong>What about new grants, research proposals, or questions regarding the status of a federally funded research proposal?</strong></div><div><br></div><div>A shutdown means that federal agencies cannot issue any new grants, contracts, amendments, continued funding increments, supplements, or no-cost time extensions requiring explicit prior federal awarding agency approval.</div><div><br></div><div>If you are planning to submit a research proposal, you will need to submit by the original deadline (unless you hear otherwise). It is important to note that the proposal review process will be delayed during the shutdown. This is because during the shutdown, most federal agency staff will not be working. Therefore, any inquiries about pending research applications, deadlines, or approvals may not receive an answer until the staff are back to work. Federal websites and other systems may also be unavailable or limited, resulting in little to no support for resolving problems or answering questions. </div><div><br></div><div>If you have planned meetings, travel, or conferences with federal agencies, please check for postponements or changes beforehand.</div><div><br></div><div>Should you have any questions regarding federally funded research or a federally funded research proposal, please <a href="https://research.umbc.edu/ovpr-offices/" rel="nofollow external" class="bo">contact your applicable office</a> in the Division of Research and Creative Achievement (ORCA). </div><div><br></div><div><strong>What is the impact on veterans and active duty service members’ education benefits and services?</strong></div><div><br></div><div>GI Bill benefits for student veterans currently enrolled and certified should not be affected by a short-term government shutdown. However, any student veteran working to obtain GI Bill benefits during or shortly after a shutdown may experience delays. </div><div>Also, any questions or requests for assistance from the U.S. Department of Veterans Affairs (VA) may go unanswered due to some employees being furloughed.</div><div><br></div><div>During the shutdown, VA benefits will continue to be processed and delivered, including compensation, pension, education, and housing benefits. Please note that the GI Bill hotline will be closed, regional benefits offices will be closed, and the VA will not provide veteran career counseling or transition assistance activities until the shutdown is over. The VA has posted contingency planning information and resources <a href="https://department.va.gov/contingency-planning/" rel="nofollow external" class="bo">on its website</a>.</div><div><br></div><div>As for federal tuition assistance (TA) for servicemembers, Tuition Assistance Requests (TARS) with an October 1 start date forward will be impacted until a budget or continuing resolution is approved. Soldiers whose TA requests are canceled due to the government shutdown will receive a message in <em>ArmyIgnitED</em> or <em>My Education Portal</em>.</div><div><br></div><div>For assistance from UMBC with VA or servicemember benefits, please call the Registrar’s office at 410-455-2500 or submit an inquiry to our certifying officials <a href="https://registrar.umbc.edu/RT/Veterans/" rel="nofollow external" class="bo">here</a>. </div><div><br></div><div><strong>What UMBC human resources services are available to faculty and staff in need of support during this time?</strong></div><div><br></div><div>The UMBC <a href="https://hr.umbc.edu/benefits/benefit-information/employee-assistance-program/" rel="nofollow external" class="bo">Employee Assistance Program</a> offers free confidential counseling services, legal support and other benefits.   <Title>Summer Update on Our Response to Federal Actions and Orders</Title>

    <div class="html-content"><div>Dear UMBC Community, </div><div><br></div><div>While campus may seem quiet over the summer, the news from beyond campus has been anything but. I write today with an update on the impacts of federal actions and orders on UMBC and our work to respond to and address these effects. </div><div><br></div><div>As has been the case with previous updates, this message is not exhaustive in reporting on every piece of work being done by our core team and others involved in our response; it is meant to share important information in a few areas that we know are of concern to many at UMBC. </div><div><br></div><div><strong>Budget Reconciliation </strong></div><div><br></div><div>The sweeping legislation called the “<a href="https://www.congress.gov/bill/119th-congress/house-bill/1/text" rel="nofollow external" class="bo">One Big Beautiful Bill Act</a>” that was signed into law on July 4 reshapes federal tax policy and spending on a broad scale. Its impacts on higher education will be wide-ranging, both directly and indirectly. </div><div><br></div><div>Several of its measures related to higher education (those concerning student financial aid, in particular) do not become effective until July 2026, and so the full impacts of the law will not be realized for some time. What we know generally is this: </div><div><ul><li>Direct impacts include narrowed Pell Grant eligibility and more limited access to student and parent loans, including the elimination of GradPLUS loans for new borrowers, as well as additional fees for international students, faculty, staff, and visiting scholars </li><li>Significant cuts to Medicaid and SNAP will affect some members of our community directly, and the financial impact of those cuts on the state of Maryland will have secondary effects on publicly funded institutions such as UMBC </li></ul></div><div><br></div><div>In addition to working to support our students and families who may be facing greater challenges to affordability and access, our aim is to mitigate institutional impacts so that we may continue to advance access to education and support student success. </div><div><br></div><div>Meanwhile, the appropriations process for Fiscal Year 2026 is not yet complete. Congress is considering various spending bills, as well as President Trump’s proposed budget, all of which, to varying degrees, would dramatically reduce funding for education, research, and more. </div><div><br></div><div><strong>Research Impacts </strong></div><div><br></div><div>As many are aware, various executive orders and related decisions and actions by federal agencies over the past several months, including early research grant terminations, have already significantly reduced research funding, affecting higher education institutions across the country and limiting their ability to carry out vital research. Some of those actions continue to be challenged in court and/or considered in Congress. </div><div><br></div><div>As we have reported previously, UMBC has received about 30 terminations of grants and contracts that had already been awarded to UMBC researchers, with a net loss of about $22 million. This amounts to an annual impact of about $8 million to $10 million, or about 8 percent of our current annual federal research portfolio, for each of the next couple of years. A piece of good news: Over the past month, in response to federal lawsuits filed earlier by the State of Maryland and a number of other states, we have seen a handful of previously terminated NIH and NSF awards reinstated. We are still determining the details of these reinstatements, but we are pleased to be able to continue or resume the work that these grants support. </div><div><br></div><div>UMBC is in close contact with University System of Maryland institutions and with leaders in national higher education organizations as we begin to model and better understand the potential impact of a proposal to shift from the long-established negotiated indirect cost model on federal contracts and grants to a new, direct-charge model for most grant-related activities. In July, a coalition of organizations, including the Association of Public and Land-grant Universities, <a href="https://www.aplu.org/our-work/4-policy-and-advocacy/research-and-science/joint-associations-group-on-fa-costs/" rel="nofollow external" class="bo">issued a recommendation for a new model</a> to replace the current cost structure used by the federal government. These discussions, which came in response to a decision to cap federal reimbursements at 15 percent, are ongoing. </div><div><br></div><div>Of particular concern and focus for UMBC is Goddard Space Flight Center, where almost 300 UMBC research faculty and staff work under cooperative agreements with NASA. Goddard is the epicenter of a <a href="https://research.umbc.edu/umbc-nasa-partnership/" rel="nofollow external" class="bo">partnership with NASA</a> that UMBC has cultivated over the past three decades and that has resulted in UMBC’s ranking in the top 10 in the nation for annual NASA expenditures. NASA Goddard Director Makenzie Lystrup recently announced her intent to leave the agency effective August 1, and several hundred NASA employees have accepted early retirement and resignation offers. The president’s budget proposal, if enacted, would cut NASA funding by 24 percent—disproportionally affecting NASA’s science budgets—and its workforce by a third; the impact of cuts of this scale on Goddard could be devastating. </div><div><br></div><div>We are monitoring this changing situation closely and actively advocating for the important work we do at Goddard and elsewhere—I met personally with members of our Congressional delegation in June, for instance. We also are meeting directly with our teams at Goddard and providing direct support for those employees, including information about health insurance options and monthly career development workshops that we began hosting in July. </div><div><br></div><div>There remains a great deal of uncertainty regarding federal support of research. No matter the outcome, UMBC will adapt and evolve while staying true to our identity and the public good we provide. We will remain a research institution that advances knowledge and trains scholars across the sciences, social sciences, humanities, and the arts, and that leads in critical areas of innovation and workforce needs for our state, our nation, and our world. </div><div><br></div><div><strong>Our International Community </strong></div><div><br></div><div>We remain concerned about the impact of federal actions on the international students, staff, and faculty who are a vital part of the UMBC community and the global education that we provide. While we know their desire to study at our institution remains strong, delays in visa processing, the travel ban affecting many countries, as well as the political climate more broadly, present significant challenges for current and prospective international students. Based on what we are seeing so far regarding increased visa processing times and decreased visa issuance rates, we expect to see a significant decline in our international graduate student enrollment this fall. </div><div><br></div><div>We recently surveyed newly admitted international students regarding the status of their visas. Several students have visa appointments confirmed in August but will likely be unable to arrive until after the first day of classes. We ask our campus community to be understanding of these late arrivals given the difficult challenges these students are facing in order to join UMBC. </div><div><br></div><div>The team in the Office of International Students and Scholars (OISS) has worked tirelessly through the summer to provide valuable support to our international community, including newly enrolled students. Among other things, it includes <a href="https://my3.my.umbc.edu/groups/announcements/posts/148912/6e108/aad1fc7b1a4ab31bfc1bb9af6b19b456/web/link?link=https%3A%2F%2Fmy3.my.umbc.edu%2Fgroups%2Fannouncements%2Fposts%2F148551" rel="nofollow external" class="bo">information on international travel</a>, <a href="https://my3.my.umbc.edu/groups/announcements/posts/148912/6e108/cbb1eeb063fcb563b58456e7f5551ceb/web/link?link=https%3A%2F%2Fmy3.my.umbc.edu%2Fgroups%2Fies%2Fposts%2F147519" rel="nofollow external" class="bo">updates regarding visa interview waiver eligibility</a>, <a href="https://my3.my.umbc.edu/groups/announcements/posts/148912/6e108/dc6f482e08bb9cc3e982a3bb145762a1/web/link?link=https%3A%2F%2Fmy3.my.umbc.edu%2Fgroups%2Fies%2Fposts%2F147149" rel="nofollow external" class="bo">resources for international students</a>, and <a href="https://my3.my.umbc.edu/groups/announcements/posts/148912/6e108/bec4eee75b226ec232e4cf173b539991/web/link?link=https%3A%2F%2Fmy3.my.umbc.edu%2Fgroups%2Fannouncements%2Fposts%2F147077" rel="nofollow external" class="bo">guidance related to the potential for federal immigration enforcement action on campus</a>. </div><div><br></div><div><strong>Inclusive Excellence</strong></div><div><br></div><div>Finally, I want to address the concern that many have expressed about the Trump administration’s actions and orders related to diversity, equity, and inclusion (DEI)—and the impacts of those at many higher education institutions. Among the latest developments was a <a href="https://www.justice.gov/ag/media/1409486/dl?inline=&amp;utm_medium=email&amp;utm_source=govdelivery" rel="nofollow external" class="bo">memo released in late July by the Department of Justice</a> that provided “guidance for recipients of federal funding regarding unlawful discrimination.” Some news outlets reported that this memo declared DEI illegal. </div><div><br></div><div>That memo, like the Dear Colleague letter from the Department of Education (ED) that preceded it in February, followed executive orders issued by the White House targeting diversity, equity, inclusion, and accessibility efforts. Neither the ED letter nor the recent DOJ memo change existing law. Existing laws protect against discrimination based on race, color, religion, sex, or national origin—and so do UMBC’s policies, including our <a href="https://ecr.umbc.edu/discrimination-policy/" rel="nofollow external" class="bo">nondiscrimination policy</a>. </div><div><br></div><div>Inclusive excellence is not just one of our values. It is core to our identity and to our definition of educational and research excellence. We will not relent in our pursuit of inclusive excellence, nor will we overreact or anticipatorily over-comply. We will, at all times, continue to hold UMBC to the highest standards in adhering to university policies and applicable state and federal laws. The multistate <a href="https://my3.my.umbc.edu/groups/announcements/posts/147521/6e108/383d1927cf3bb120a2dc8514504b3951/web/link?link=https%3A%2F%2Fwww.marylandattorneygeneral.gov%2FNews%2520Documents%2F2025_DEIA_Guidance_Memorandum.pdf" rel="nofollow external" class="bo">guidance on diversity, equity, inclusion, and accessibility employment initiatives</a> issued earlier this year by Maryland State Attorney General Anthony G.   <Title>Visa Interview Appointments Update</Title>

    <div class="html-content"><div>Dear Campus Community,</div><div><br></div><div>I am writing with an important update regarding the U.S. Department of State’s temporary visa interview pause for students and scholars in the F, J, and M categories that has been in place since May 27, 2025.</div><div><br></div><div>The information contained in this communication is provided for informational purposes only and should not be construed as legal advice on any subject matter.</div><div><br></div><div>On June 18, 2025, the Department of State announced that interview appointments for F student, M student, and J exchange visitor visas will reopen for scheduling “soon” and that expanded guidance on the screening and vetting of visa applicants will be implemented. <a href="https://www.politico.com/news/2025/06/18/social-media-screening-student-visas-00413160" rel="nofollow external" class="bo">Politico</a> reported that the guidance to U.S. Embassies and Consulates directed consular officers to implement these vetting procedures within five business days.</div><div><br></div><div>The State Department’s <a href="https://www.state.gov/releases/office-of-the-spokesperson/2025/06/announcement-of-expanded-screening-and-vetting-for-visa-applicants/" rel="nofollow external" class="bo">announcement</a> outlines the updated guidance regarding expanded screening and vetting for visa applicants. Under the new guidance, visa applicants will be asked to adjust the privacy settings on all of their social media profiles to “public.”</div><div><br></div><div>The “comprehensive and thorough vetting” will include review of applicants to ensure their eligibility for the visa type sought and that applicants “do not intend to harm Americans and our national interests.” <a href="https://www.politico.com/news/2025/06/18/social-media-screening-student-visas-00413160" rel="nofollow external" class="bo">Politico</a> reported that consular officials have been instructed to flag applicants for additional review whose social media includes indications of political activism, hostility towards the U.S., support of foreign terrorist groups, and antisemitic harassment.</div><div><br></div><div>Guidance:</div><div><ul><li>Individuals in F or J status should read the <a href="https://www.state.gov/releases/office-of-the-spokesperson/2025/06/announcement-of-expanded-screening-and-vetting-for-visa-applicants/" rel="nofollow external" class="bo">announcement</a> to review the updated policy.</li><li>Individuals in F or J status should contact the Center for Global Engagement for additional guidance prior to planning international travel.</li><li>Individuals in F or J status who are abroad, need to renew their visa, and do NOT have an appointment scheduled should regularly check the website of their nearest U.S. Embassy or Consulate, as new appointments may be added at any time.</li><li>Individuals with a previously scheduled visa interview appointment should attend their appointment as scheduled.</li><li>Some international students renewing their visa may qualify for a visa interview waiver.
