Open on time today - really?

Is there someone who can explain why the "powers that be" at UMBC decided it is safe for faculty, staff, and students to be traveling to campus this morning? Walkways have not been touched, at least not at this side of campus; roadways are only just now being plowed, parking lot 8 is just starting to get plowed, and the main roadways approaching campus are in terrible condition.
