Thoughts from NCORE and it's connection to Baltimore

 <Tagline>A Reflection by Lilly Keplinger</Tagline>

Recently, folks from the Mosaic and I got the opportunity to travel to Portland, Oregon to present at the National Conference on Race and Ethnicity (NCORE) to present a session on the theory and praxis used in our own Mosaic programming. We attended a variety of sessions ranging from keynote speakers, unique performances, lectures, workshops and more. One of the sessions I went to called "Centering the Impacted: A Facilitated Dialogue about the Challenges formerly Incarcerated Individuals Face Along the Path of Re-entry and Higher Education" talked about the experiences and hardship that justice impacted folk have to struggle with due to their incarceration. One participant of the panel failed to sign up for selective service due to being incarcerated and therefore was unable to receive the financial aid he needed in order to attend school and now has to jump through hoops to try and afford his education. Another person talks about how shocking it was for them to be released from prison with little to no resources or support which contributes to the high rates of recidivism. One of the amazing resources that was spoken about in this was colleges and universities having prison re-entry specialists that are equipped with the knowledge and experiences to help other justice impacted people navigate the higher education system. It is also beneficial if these staff members are formerly incarcerated people who need jobs and know what it is like to struggle with getting out of prison

As a person that has lived in Maryland for most of her life and having graduated from UMBC, an institution located only about 15 minutes outside of downtown Baltimore, made me think about what we are as a University. We should be ensuring that current and prospective students are being met where they are at instead of expecting them to meet us. In addition, thinking about Baltimore's long history with racism, segregation and police power- It challenged me to think about what we can do better as a community. For those that might not know, people that are justice impacted often lose a lot of rights that most Americans take for granted or simply do not care about. Such as voting, access to government programs like housing and food stamps. We should all think harder about the kind of policing that we support, if any. Read up on abolishing prisons, watch documentaries like the 13th that talk about mass incarceration. The work is much deeper than that but a great place to start. Gaining knowledge is one of the most effective ways to be an ally to marginalized people because you then are better suited to question the systems you are a part of and contribute to. In today's age, we cannot afford to be complacent, and we all should be asking ourselves- " is this the kind of world that I want for everyone?". If your answer is no, your work starts there.

This involves an absolute equality of personal rights and rights of property between former masters and slaves, and the connection heretofore existing between them becomes that between employer and hired labor. The freedmen are advised to remain quietly at their present homes and work for wages. They are informed that they will not be allowed to collect at military posts and that they will not be supported in idleness either there or elsewhere.”

Although the Emancipation Proclamation had taken effect 2.5 years before, news was slow to reach Texas. Even with the order from Granger, there was not instantaneous freedom. People who owned slaves had to decide when and how to announce the news. Oftentimes, they waited for a government agent to arrive with the information. In some instances, those who endeavored to act on their newly found freedom were severely, and sometimes fatally, punished.

Despite the confusion and violence, the newly freed Black community had a date to rally around, transforming this day into a celebration.

Today, Juneteenth continues the legacy of celebration the end of legal slavery but also provides space to imagine new futures.
Most common techniques for correlation analysis (e.g., canonical correlation analysis) require sufficiently large sample support, but in many applications only a limited number of samples are available. Correlation analysis with small sample sizes poses some unique challenges. In this talk, I will focus on the problem of determining the correlated components between two or more data sets when the number of samples from these data sets is extremely small. Applications are plentiful, and among them I will discuss the identification of weather patterns in climate science and analyzing the effects of extensive physical exercise on the autonomic nervous system.

Peter Schreier was born in Munich, Germany, in 1975. He received a Master of Science from the University of Notre Dame, IN, USA, in 1999, and a Ph.D. from the University of Colorado at Boulder, CO, USA, in 2003, both in electrical engineering. From 2004 until 2011, he was on the faculty of the School of Electrical Engineering and Computer Science at the University of Newcastle, NSW, Australia. Since 2011, he has been Chaired Professor of Signal and System Theory at Paderborn University, Germany. He has spent sabbatical semesters at the University of Hawaii at Manoa, Honolulu, HI, and Colorado State University, Ft. Collins, CO.

From 2008 until 2012, he was an Associate Editor of the IEEE Transactions on Signal Processing, from 2010 until 2014 a Senior Area Editor for the same Transactions, and from 2015 to 2018 an Associate Editor for the IEEE Signal Processing Letters. From 2009 until 2014, he was a member of the IEEE Technical Committee on Machine Learning for Signal Processing, and he currently serves on the IEEE Technical Committee on Signal Processing Theory and Methods. He is the Chair of the Steering Committee of the IEEE Signal Processing Society’s Data Science Initiative, and he serves on the IEEE SPS Regional Committee for Region 8. He was the General Chair of the 2018 IEEE Statistical Signal Processing Workshop in Freiburg, Germany.

The goal of this talk is to give an introduction to tensor decompositions for the analysis of multidimensional data. First, we recall some basic notions and operations on tensors. Then two tensor decompositions are presented: the Tucker decomposition (TD) and the Candecomp/Parafac decomposition (CPD). A particular focus is placed on the identifiability conditions of the CPD. Finally, various applications in biology are presented.

David Brie received the Ph.D. degree in 1992 and the Habilitation à Diriger des Recherches degree in 2000, both from Université de Lorraine, France. He is currently full professor at the Department of Telecommunications and Networking of the Institut Universitaire de Technologie, Université de Lorraine, France. He is editor-in-chief of the French journal “Traitement du Signal” since 2013 and will be co-general chair of the next IEEE CAMSAP 2019. His current research interests include vector-sensor-array processing, spectroscopy and hyperspectral image processing, non-negative matrix factorization, multidimensional signal processing, and tensor decompositions.
