Understanding Ambiguity in Privacy & Security Requirements

<Tagline>talk by Prof. Aaron Massey (IS), 11:15am Fri. Nov 4, ITE229</Tagline>

Software engineers building software systems in regulated environments must ensure that software requirements accurately represent obligations described in laws and regulations. Ambiguities in legal texts can make the difference between compliance and non-compliance. Ensuring alignment and compatibility is challenging because policy analysts who write laws and regulations approach ambiguity differently than the software engineers who implement software in regulated environments. Although software regulation continues to increase in visibility, prevalence, and importance–particularly for security and privacy, few software processes address challenge of identifying, classifying, and understanding regulatory ambiguity. Herein, we develop an ambiguity taxonomy based on software engineering, legal, and linguistic approaches to ambiguity. We also present two case studies of policy analysts and technologists identifying and classifying ambiguities in a portion of the Health Insurance Portability and Accountability Act (HIPAA) using this taxonomy. Results of this work suggest that the taxonomy developed can serve as a guide for identifying and classifying ambiguity but participants were not able to consistently agree on a rationale defending their ambiguity classification. These results suggest a strategy for addressing ambiguities in regulatory text—software engineers are likely to be successful at identifying elements of a legal text that then require supplemental expertise to resolve. The contributions of this work include the ambiguity taxonomy developed as well as mechanism for reporting identified ambiguities in a legal text which we call Ambiguity Intensity Maps.

Aaron Massey is an Assistant Professor of Software Engineering at UMBC and the Co-Director of ThePrivacyPlace.org. His research interests include computer security, privacy, software engineering, and regulatory compliance in software systems. Aaron is a recipient of the Walter H.
New Aerospace Industry Fellowship for Women

A new aerospace industry fellowship for women aims to address the field’s gender inequality

The following is a great opportunity for a fellowship with a number of companies related to the aerospace or space industry:

By: Tim Fernholz

October 7, 2016

Lori Garver remembers that when she was deputy administrator at NASA in 2013, senior leadership meetings were held at a table with 25 seats, only seven of which were filled by women.

Such disparity isn’t unusual in the aerospace world. The latest figures from the National Science Foundation show that in 2013, women accounted for just 15% of working engineers, despite gender parity among college-educated workers as a whole.

While some women have beaten the odds and landed high-ranking positions in the sector—Lockheed Martin CEO Marillyn Hewson, SpaceX president Gwynne Shotwell, and Garver herself, for example—the demographic makeup of the field “has been a challenge for so many of us, and while it has changed, it hasn’t changed enough,” Garver says.

To that end, Garver and a group of space industry veterans have founded a fellowship in memory of Brooke Owens, a pilot and space policy expert who died this year of cancer at the age of 36. The fellowship will provide undergraduate women interested in aerospace with substantive summer jobs and professional mentors who can help guide their careers. Applications are being accepted until Dec. 5.

“I do think we lose people when we come out of school because they don’t know the opportunities,” Garver says. “Women do tend to go to fields that are connected to advancing some sort of cause, making humanity better, we have seen women now going in greater numbers into fields of medicine and law. The connection that I think space and aviation have to advancing our place in the universe, and our ability to have a positive effect, is going to speak to more women.”

Owens worked for NASA, the FAA, and eventually the White House’s Office and Management and Budget. There, as a program examiner, she was frequently tasked with pushing for cost-cutting at the space agency or vetoing expensive projects, yet she managed to retained the affection and respect of her industry colleagues.

Indeed, her work came at a critical time for the space agency as it sought to shift more work to the private sector in the wake of the decision to cancel the Space Shuttle. Ultimately, the change in priorities “allows [the agency] to do more science,” Garver said. “She was key to the commercial advances that we made.”

The new space sector fostered in part by those policies will be contributing to and benefitting from this fellowship, with SpaceX, Blue Origin, Virgin Galactic, and Planet among the companies set to host fellows and provide mentors next summer. The fellowship hopes to attract not just engineering students, but also those interested in business and policy.

Owens’ legacy was not just as a policymaker, but also as a networker in the cozy field of aerospace who brought together women in the field and whose influence reached across contentious divides between NASA researchers and space entrepreneurs.

After her death, Garver says, “a lot of us didn’t want that to be the end of the community she really symbolized.” Along with Virgin Galactic vice president Will Pomerantz and Vulcan Aerospace director Cassie Kloberdanz Lee, Garver created the fellowship as a way to ensure that young women engineers could access the kind of role models that Owens represented.

“[We are] making sure we choose women who have a creative side, to bring that creative side to space,” Garver says. “Not only for the women, but for the future of aviation in space. It can only be better by having more people like Brooke involved.”

http://qz.com/801516/the-brooke-owens-fellowship-aims-to-address-gender-inequality-in-the-space-industry/

Home: Paying Attention to Standing Rock

A reflection written by Women’s Center director, Jess Myers

As Critical Social Justice: Home comes to an end today, I can’t help but to think about what is happening at Standing Rock right now where over 100 police with military equipment are advancing on a resistance camp established by Native American water protectors in the path of the proposed $3.8 billion Dakota Access pipeline (details). My week starting off with me tuning into Democracy Now! to hear reports from water protectors who were arrested over the weekend at a peaceful march after they were confronted by police in riot gear, carrying assault rifles (details).

Then at the CSJ keynote event, Leah Lakshmi Piepzna-Samarasinha opened her talk by acknowledging the Susquehannock and Lenape people, whose land UMBC stands on or is nearby. She went on to say that except for the Piscataway, Maryland does not recognize any Nations because, as with many mid Atlantic states, Native people were displaced onto Oklahoma Indian Territory or other places of displacement during colonization in the 1700s. When I lived in Colorado, speakers at events would often start with this land acknowledgment, in fact, some professors even named it in their course syllabi. It has been a long time since I’ve been in a space where this critical history has been acknowledge.

Later in the week, I saw an infograph created by FORCE: Upsetting Rape Culture that outlined the scary realities of “Sexual Assault on the Pipeline.”

As we spent the whole week exploring and navigating the complexities of home, I can’t stop thinking about Standing Rock, the water protectors, and what the pipeline will do to the homes and communities of Native American and Indigenous people, specifically the Standing Rock Sioux tribe. We would be remiss if we did not name their cause, efforts, and fight for home this week.

In social justice circles, you’ll often hear people say, “Do the work.” This is a call for us to learn about issues, do self-reflection, and appropriately lend our voice and action to the cause. While I’m still learning about this evolving issue, I wanted to at least share the information I’ve been accessing and provide some resources for where we can keep learning about this critical issue happening right now. Please note, this is not an exhaustive list! As you explore resources, be sure to check out coverage and resources directly created by Native American voices and those that amplify their voices.
