Enhancing Media and Accessibility Using Panopto Updated media guidelines for Blackboard to begin this summer
As part of our ongoing efforts to improve the digital learning environment and support accessibility, all media content must be hosted in Panopto rather than Blackboard as of May 23, 2024, starting with the summer term. Media content includes video, web conference recordings, audio clips, etc. Existing media should be migrated to Panopto as soon as possible, and new media can no longer be uploaded to Blackboard.

Blackboard is a useful system for course management and content delivery. However, it is not designed to perform as a media streaming service. DoIT introduced Panopto in 2018 to support video and media distribution following the discontinuation of TechSmith Relay. Media platforms like Panopto provide a better experience for faculty and students alike.
  • Optimize Media Streaming: Panopto and other media streaming platforms offer streaming capabilities that adjust to the bandwidth of each viewer, ensuring that all students, regardless of their internet speed, can access the content smoothly and without interruption.
  • Accessibility: Videos on streaming platforms provide more accessibility options including machine-generated captioning, adjustable playback speeds, notetaking, chapter breaks, searchable video, and transcripts.
  • Scalability: Media streaming platforms like Panopto can handle a wide range of large media files without impacting the Blackboard course quota. Video, for example, can be reused across multiple courses and terms or shared externally with non-UMBC viewers.
Video platforms, including Panopto, also offer tools for lecture capture, editing, quizzing, and student content creation for video assignments.

Options for Media Hosting

Instructional Technology offers extensive guides, training and support to faculty. Faculty can also request a consultation via RT ticket. 
  • Faculty and students have access to Panopto for uploading and sharing media content while affiliated with UMBC. 
  • Panopto can host a wide range of media content including video and audio.
  • Both Panopto and VoiceThread support media assignments and provide captioning.
  • Cloud storage is also available, but storage quotas should be considered before saving large video files. Additionally, cloud storage, like Blackboard, does not optimize the video for bandwidth. As such, Panopto is a better option for sharing media with students.
The shift towards using a dedicated media hosting platform reflects our commitment to providing the best possible tools and technologies for education at UMBC. By making this change, we ensure students have an experience with media that is accessible and reliable.

The next major Panopto for Windows and Remote Recorder version is tentatively expected to release in Q4 of 2024. No changes will be made to the supported version of Panopto for Windows and Remote Recorder Windows until version 12.0 sunsets in July 2025.

Panopto tool integrations in Blackboard will be updated in late December, as Blackboard support is ending for the current tool integrations.

On December 21st, existing Panopto links in Original and Ultra courses will be migrated to the new Panopto LTI 1.3 integration. We do not expect any system downtime or loss of access to Panopto content with this update.


Spring Courses

***For instructors and students to benefit from the updated tool integration, we recommend that instructors wait to copy Panopto content to their spring courses until this update is completed by 5pm on 12/22.***

Upgraded functionality with LTI 1.3 includes the following features:

Panopto Quiz Grading 

With LTI 1.3, instructors will now be able to select between two grading methods for Panopto quizzes, grading on % viewed or grading on quiz results.

Image 1: After selecting the Panopto Quiz tool and the desired Panopto video in Blackboard, instructors will be prompted to select the grading method for the quiz. 

Course Copy Enhancements

Instructors will now have more flexibility in copying videos between courses. The new Panopto copy process allows instructors to customize video settings and maintain separate data for videos in each course.

Panopto has informed us that there is an upcoming mandatory upgrade for Panopto for Mac.

On July 20, 2023, Panopto will require Panopto for Mac clients to be upgraded to version 13.0.0. This upgrade will be applied on our Panopto site at 4:00 AM EDT.

Panopto for Mac version 13.0 will require at least macOS 11. Customers using macOS 10.15 or older will be required to upgrade to macOS 11 or newer. Please see this article to learn more about supported versions for Panopto for Mac.

Panopto will continue to support its Windows and Remote Recorder version 12.0 until July 2024.

Panopto for Windows and Remote Recorder version 13.0 is tentatively expected to release in Q4 of 2023.

The Embed LTI links direct users to the content folder instead of the correct session resulting in a 403 error. This issue occurs even when access to the previously recorded videos has been properly configured. Panopto has escalated the case to correct this problem with their development team ASAP.

As an immediate workaround for those encountering 403 errors, instructors can either share links for Panopto folders or individual videos (opening access to anyone at UMBC), or they can relink the affected videos from the Content Market, which will correct the permissions for accessing the content.

Per Panopto, an update to resolve this issue is expected by February 24, 2023

If one wishes to retain any content on the production server, they need only access the video(s) once prior to 01/30/23. Alternatively, videos can be restored to our production server to view within 48 hours.

Since UMBC's adoption of Panopto in fall 2018, we have witnessed steady growth in its use until the onset of the pandemic, at which point usage patterns shifted significantly as all instruction moved fully online. To address increased storage demand across its client base, Panopto changed its pricing from a model based on consumption to one based on storage. Our new contract provides roughly 10x more archive storage than production storage (50,500 hours vs 6,000 hours). The latter set of hours represent traditional, on-demand media, whereas the former are held in a separate yet expediently retrievable storage.

There will be several platform enhancements, including additional  captioning options, content retention and archiving, new user roles, and faster video creation and publishing.
