The SSA Recent Graduates Program provides Recent Graduates with entry-level developmental experience and is designed to lead to a career in the Federal government. Program participant(s) are placed in excepted service appointments, not-to-exceed 1 year.

Note: This position is being filled on a full-time basis. This is a 1-year developmental program. After successful completion of the program, you may be non-competitively converted to a term (not to exceed 1-4 years) or permanent appointment.

Duties

  • These are entry level/trainee positions leading to the full performance level of GS-511-12. The employees in these entry-level positions work in a training capacity toward the full performance level position.
  • Management arranges structured training and development activities to provide experience and technical competence in the methods, procedures, principles, and techniques of the full performance level.
  • Assignments in this position are developmental in nature; the trainee works under the general direction of the designated supervisor, who sets overall objectives and deadlines.
  • During this period of development, the supervisor or higher-level employee provides instruction in terms of expected results and specific directions for new, difficult, or special assignments.
  • At the full performance level of GS-511-12, the employee performs the following duties:
  • Conducts evaluations, reviews, and audits of the Social Security Administration?s (SSA) programs and operations to: measure the effectiveness of policies and procedures and assess the achievement of program goals.
  • Conducts evaluations, reviews, and audits of the Social Security Administration?s (SSA) programs and operations to: evaluate the economy and efficiency of operations and identify vulnerabilities to fraud, waste and abuse.
  • Identifies existing data resources, coordinating research areas and reviewing relevant legislation, regulations, SSA policies and other internal and external reports to perform work assignments.
  • Develops plans to accomplish assignments in accordance with applicable standards, policies and procedures.
  • Provides input to setting standards for the completion of assignments, such as staff days of effort required and the scope and depth of research and analysis to be performed.
  • Modifies work plans by changing areas of emphasis and devises new approaches as determined by the analysis of preliminary findings.
  • Communicates project objectives/plans to audit team and OIG executives at team meetings; and to Agency staff at entrance conferences.
  • Performs assignments in accordance with the audit plan and applicable standards.
  • Interviews others to gather information necessary to accomplish objectives.
  • Analyzes information gathered to evaluate compliance with program regulations, policies and procedures, to evaluate accomplishment of program goals and to assess the economy and efficiency of operations.
  • Formulates findings by identifying the cause(s) of conditions and developing recommendations to address them.
  • Prepares written reports, memos and other documents to summarize the results of reviews and to present recommendations.
  • Develops special reports as projects progress when significant issues are identified that require immediate corrective action.
  • Presents the results of projects during team meetings and briefings with OIG executives and during exit conferences with SSA staff.
  • Researches, gathers and analyzes information that results in new project proposals.

Qualifications

To qualify for the Recent Graduates Program, applicants must have completed all requirements of an academic course of study leading to an associates, bachelor's, master's, professional, doctorate, vocational, or technical degree or qualifying certificate program from an accredited educational institution within the 2 years preceding the closing date of this announcement. Preference-eligible veterans who, due to military service obligations, were precluded from applying to the Program during any portion of the 2-year eligibility period are entitled to a full 2-year period of eligibility upon release or discharge from active duty. In no event, however, may the eligibility period extend beyond 6 years from the date on which the preference eligible veteran completed the requirements of an academic course of study.

FOR RECENT GRADUATE ELIGIBILITY: The transcript(s) or official letter from the registrar's office MUST include the date your degree or certificate was conferred. Applications will not be considered without this documentation. NOTE: Copies of degrees, certificates, and diplomas are not considered acceptable documents to determine Recent Graduate Program eligibility.

Candidates must meet the basic qualification requirements for the position being filled, including any positive education requirements and/or selective placement factors.

ALL applicants must possess one of the following Individual Occupational Requirements: NOTE: transcripts and/or certifications are required to substantiate possession of the claimed education or certification.

  • Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting; OR
  • Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: (1) a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or (2) completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
To qualify at the GS-7 level, applicants must possess at least one of the following:·
  • At least 52 weeks of experience at the GS-5 level, or equivalent, performing work that has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include assisting with audit projects and assignments, gathering information, and performing auditing tasks based on instruction from others. This specialized experience must be clearly described in your resume or you will be ineligible for consideration; OR
  • One full year of graduate level study or a Master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., etc., in a field that provided the knowledge, skills, and abilities to do the work of the position; OR
  • A bachelor's degree and superior academic achievement. Note: Superior academic achievement is defined as: 1) graduating with at least a 3.0/4.0 GPA; 2) graduating in the top third of the graduating class; or 3) membership in a national scholastic honors society; OR
  • A combination of graduate education and experience that totals 100% of the requirements.
NOTE: transcripts are required to substantiate possession of any claimed education.
