Failed policy attempts for measuring English speaking abilities in college entrance exams: Cases from China, Japan, and South Korea
Dr. Jiyoon Lee just published an article with colleagues Dr. Yuko Goto Butler and Dr. Xiaolin Peng, both of the University of Pennsylvania. The article, which appears in the journal English Today, examines why policy attempts to mandate high-stakes testing of English oral proficiency in China, Japan, and South Korea failed.
