  <Title>Utility Services Assistance Available</Title>

    <div class="html-content"><div><p><strong><u><span>Utility Moratorium</span></u></strong><span>: The <a href="https://www.psc.state.md.us/" rel="nofollow external" class="bo">Public Service Commission</a> has ordered a hold on all gas/electric service terminations until June 30, 2021 </span><strong><span>for the following two groups ONLY</span></strong><strong><span>:</span></strong></p><p><span>1)<span>      </span></span><span>Any customer with a signed medical certification on file with the utility.</span></p><p><span>2)<span>      </span></span><span>Any customer who<span> has received or been qualified to receive Office of Home Energy assistance since February 15, 2017.</span></span></p><p><span>See the attachment for more details.</span></p><p><span> </span></p><p><strong><u><span>Pepco Customers</span></u></strong><span>: Pepco has proposed a three-year multi-year rate plan from April 2021 through March 2024. According to Pepco, the total bill impact for the average residential customer would be just over $5.80 in 2023. See the attached Press Release from the <a href="https://www.psc.state.md.us/" rel="nofollow external" class="bo">Public Service Commission</a> for more details about the plan and how to participate in the hearing.</span></p><p><span> </span></p><p><span> </span></p><p><strong><u><span>OHEP Applications</span></u></strong><span>: The <a href="https://dhs.maryland.gov/office-of-home-energy-programs/" rel="nofollow external" class="bo">Office of Home Energy Programs (OHEP)</a> has made a policy change as it relates to incomplete documentation for an energy assistance application. If the reason for application denial is due to incomplete information, the applicant has 90 days from the Notice of Denial to submit the missing eligibility documentation for the original application to be processed.</span></p><p><span> </span></p><p><strong><u><span>Utility Bill Payment Help:</span></u></strong></p><p><span>- Check out a </span><a href="https://www.youtube.com/watch?v=_IHSiAUWMco&amp;feature=youtu.be" rel="nofollow external" class="bo">video</a><span> on how to keep your power on even when you are facing high utility bills.</span></p><p><span>- All utilities are offering 12 month payment plans with no down payment required. Contact your utility for more information.</span></p><p><span>- The <a href="http://www.opc.maryland.gov/" rel="nofollow external" class="bo"><span>Office of People's Counsel</span></a> has created an <a href="http://www.opc.maryland.gov/Home/Energy-Assistance-Tool-Kit" rel="nofollow external" class="bo"><span>energy assistance toolkit</span><span> </span></a>to help Maryland households facing utility turn-off notices.   <Title>Black Power in DC (2/25)</Title>
  <Tagline>Join UMBC Associate Professor of History George Musgrove</Tagline>

    <div class="html-content"><p>On February 25th, at 12:00pm-1:00pm, <a href="https://history.umbc.edu/facultystaff/full-time/derek-musgrove/" rel="nofollow external" class="bo">George Derek Musgrove</a>, associate professor of history, will present and discuss the conception and design of <span><a href="https://blackpowerindc.umbc.edu/" rel="nofollow external" class="bo">Black Power in DC</a></span>, an innovative and interactive approach to presenting history. He will be joined by <a href="https://history.umbc.edu/facultystaff/full-time/anne-sarah-rubin/" rel="nofollow external" class="bo">Anne Sarah Rubin</a>, professor of history, and <a href="https://www.irc.umbc.edu/people/lee-boot" rel="nofollow external" class="bo">Lee Boot</a>, director of the Imaging Research Center, to discuss the project’s creation and its relationship to the digital humanities landscape. A question and answer session with the audience will follow.</p><p>Musgrove launched Black Power in DC, an online ”StoryMap” created in collaboration with the Imaging Research Center (IRC), in February 2021. His goal was to represent the evolution of this influential social movement over space and time through interactive geographic maps, historical photographs and text. The project builds from his book, <em>Chocolate City: A History of Race and Democracy in the Nation’s Capital</em>, co-authored with Chris Myers Asch and published in 2017.     <div class="html-content"><p>On February 25th, at 12:00pm-1:00pm, <a href="https://history.umbc.edu/facultystaff/full-time/derek-musgrove/" rel="nofollow external" class="bo">George Derek Musgrove</a>, associate professor of history, will present and discuss the conception and design of <span><a href="https://blackpowerindc.umbc.edu/" rel="nofollow external" class="bo">Black Power in DC</a></span>, an innovative and interactive approach to presenting history. He will be joined by <a href="https://history.umbc.edu/facultystaff/full-time/anne-sarah-rubin/" rel="nofollow external" class="bo">Anne Sarah Rubin</a>, professor of history, and <a href="https://www.irc.umbc.edu/people/lee-boot" rel="nofollow external" class="bo">Lee Boot</a>, director of the Imaging Research Center, to discuss the project’s creation and its relationship to the digital humanities landscape. A question and answer session with the audience will follow.</p><p>Musgrove launched Black Power in DC, an online ”StoryMap” created in collaboration with the Imaging Research Center (IRC), in February 2021. His goal was to represent the evolution of this influential social movement over space and time through interactive geographic maps, historical photographs and text. The project builds from his book, <em>Chocolate City: A History of Race and Democracy in the Nation’s Capital</em>, co-authored with Chris Myers Asch and published in 2017.     <Title>The Photography of John G. Bullock</Title>

          <div class="html-content"><div>Special Collections has recently re-published a digital exhibit on American photographer, John G. Bullock (1854-1939). A colleague of Alfred Stieglitz, this is a must see exhibit for photography enthusiasts and lovers alike. To visit go to the following web address and use the navigation tips at the bottom of the page: <a href="https://umbcphotography.omeka.net/exhibits/show/bullock" rel="nofollow external" class="bo">https://umbcphotography.omeka.net/exhibits/show/bullock</a></div><div><br></div><div>John Griscom Bullock (1854-1939) was an American photographer who shows us a great example of pictorialism, or the focus on composition of a photograph rather than reality itself. His work often looks to have a soft focus or a romanticized filter over reality. <br></div><div><br></div><div>The digital exhibit on Bullock focuses on three main themes: rural life, portraits of friends and family, and landscapes. It may be easy to assume that Bullock merely captured what was going on around him, but in actuality he staged a number of his photographs, making it difficult for us as a 21st century viewer to perceive his reality. <br></div><div><br></div><div><img src="https://library.umbc.edu/speccoll/img/P84-01-078.jpg" style="max-width: 100%; height: auto;"></div><div><em>Harper's Ferry from Hill above the Church May 8, 1894</em>, P84-01-078<br></div><br><div>As a photographer of the late nineteenth and early twentieth century, Bullock, like the majority of other photographers, used gelatin dry plate negatives as the format of his photographs. Essentially, Bullock purchased glass plates coated in a gelatin emulsion-- George Eastman's Kodak Company made these plates widely available by this time. These glass plates allowed Bullock to take photos out in the field unencumbered by a dark room set-up and other developing tools. Instead, Bullock could expose the glass plate to his image, say a herd of cattle, and then develop it later. The gelatin later holds the image on the surface of that glass plate.</div><div><br></div><div>Bullock's work spanned four decades. It highlights his own children, his family and friends, and his grandchildren later on in his life. His work offers us a hint at life in the late nineteenth and early twentieth centuries in the Northeast United States. <br></div><div><br></div><div><img src="https://library.umbc.edu/speccoll/img/P84-01-433.jpg" style="max-width: 100%; height: auto;"><em>3 Children at Table with Tea Set</em>, P84-01-433<br></div><br><div>The entire collection, which contains 1,154 images, is available in UMBC Special Collections at the Albin O.
