What Does an SGA Exec. Officer Do? (Apply Now for 2017-18!)

by Craig Berger

In earlier posts I’ve described the roles of the SGA Senate and Finance Board. This post describes the role of the Executive Branch: the largest part of SGA, but the one with the fewest elected positions.

NOTE: SGA candidate applications for 2017-2018 are due at noon on Monday, March 27th. There are 20 available elected positions (President, Executive Vice President, Vice President for Student Organizations, Treasurer, 11 Senators, and 5 Finance Board Representatives).

You can find the application here.

    The SGA Executive Branch

Membership: The Executive Branch consists of four elected officers—the President, Executive Vice President, Vice President for Student Organizations and Treasurer—and the staff members they appoint (with Senate approval) to assist them in fulfilling their responsibilities. The students appointed by the President to Director positions of various departments are known collectively as the Cabinet. Only the four elected leadership positions are available now (the appointed positions will be opened up following the election).

The application form (follow this link) contains information about the specific responsibilities of each of the four elected positions. What follows is a general description of the entire Executive Branch’s role in SGA.

Key Responsibilities:

Develop and Articulate SGA’s Vision and Priorities: The President takes the lead in establishing SGA’s vision and priorities for the year, working closely with the other elected officers of the Executive Branch and the leaders of the other branches. The President also takes the lead in identifying ways to improve SGA’s effectiveness as an organization, inspiring and organizing other officers to consider and implement upgrades to SGA’s policies, practices and training program. The elected officers of the Executive Branch play a central role in communicating SGA’s vision and priorities to campus leaders and the student body. The President especially is a visible spokesperson for the organization, giving a speech at Convocation, participating in the annual University Retreat and representing SGA in many other settings.

Run Programs and Provide Services: Appointed staff members in the Executive Branch are specialists: charged with developing and implementing specific initiatives or managing information and communications about particular topics. For example, an assistant to the Treasurer might be tasked with maintaining a log of student organization funding requests and Finance Board allocations. The Director of Academic Affairs is responsible for programs and advocacy relating to students’ experiences inside the classroom, and staff members working for the Director can expect to be tasked with specific projects, or pieces of specific projects, in this area. The value of this setup is that it is relatively easy to coordinate and ensures maximum accountability: You always know exactly who is responsible for following through. It is especially useful in connection with ongoing programs and services, where the bulk of the creative planning work has already happened and the focus now is on implementation.

Represent the Student Body: The President is the principal voice of the student body to audiences such as the campus administration, the media and state officials. The President also appoints student representatives to certain decision-making committees at UMBC and, with approval from the Senate, also chooses the student body’s representatives to the University System of Maryland Student Council and the Maryland Higher Education Commission Student Advisory Council.

Manage SGA’s Internal Operations and Support the Senate and Finance Board: The elected leaders of the Executive Branch take the lead in ensuring that SGA members know their responsibilities, have the guidance and support they need, and communicate effectively as they learn about developments on campus and implement their initiatives. They identify and troubleshoot problems as they arise. The President takes the lead in planning and preparing for the fall and spring SGA Retreats. All members of the Executive Branch serve as resources (sources of information and helping hands) to the Senate and Finance Board as they fulfill their own responsibilities.

Guiding Philosophy: The Executive Branch is focused on action. It is organized to ensure maximum productivity, with clear lines of accountability.

While the elected members of the Executive Branch are highly visible, most members of the Executive Branch do the majority of their work behind the scenes, providing the crucial research, communication, relationship building and legwork needed to facilitate and produce excellent programs, services and advocacy for students.

For the elected members of the Executive Branch, the focus of attention and activity is the total impact SGA is having on the well-being of UMBC students. They ask themselves, could we be functioning more effectively as an organization? What capabilities do we need to develop in order to provide better services, and how shall we develop them? Are we set up to connect with students in the ways that would serve them best, and if not, how should we adjust? How can we support individual SGA members in staying inspired and being as effective as they can be in their roles?

For the appointed members of the Executive Branch, the focus of attention and activity is the specific outcomes expected from their projects. They ask themselves, what are the steps I must take in order to accomplish the tasks that have been delegated to me? With whom do I need to develop relationships in order to position my projects for success? How can I communicate my progress and objectives in order to gain the support I need to succeed? How can I involve students outside of SGA in my work in order to maximize the impact of my projects?

Questions about the Executive Branch, or about running for a position in SGA? Send Election Board Chair Sophia Lopresti (soph3@umbc.edu) or me (berger@umbc.edu) an email.

Be sure to get your application in by the March 27th (noon) deadline!

Performing Pregnancy As A Black Woman

A reflection by Women’s center staff member, Kayla Smith.

Full disclosure: I’m a Beyonce stan. I support pretty much everything she does. There are very few things Beyonce can do that I wouldn’t damn near worship. Needless to say when she released pictures from her maternity shoot I was ready to bow down.

Beyonce’s pregnancy announcement on Instagram

I scrolled through her website looking at all the maternity pictures in awe. The symbolism of a black woman evoking the Virgin Mary and the goddess Venus was not lost on me as I looked through the pictures feeling overjoyed for her and hopeful for my own future. She looked regal and glowed with pride. This pregnancy announcement was radically different from her first, and was shrouded in much less mystery. I was reminded that in 2015 Beyonce suffered a miscarriage and I was so happy that she could announce another pregnancy with confidence. I even lamented to my boyfriend hoping that I would be as beautiful as Beyonce whenever I decide to have kids.

Beyonce as the Goddess Venus, pictured with a bust of Nefertiti.

To my surprise, outside of the BeyHive bubble, not everyone responded to the maternity shoot in the same way I did. Comment threads are filled with comments that call the maternity shoot “tacky,” “extra,” and “self absorbed.” Articles were written criticizing not just the image, but Beyonce and the announcement itself.

I can understand criticism, and I’m sure Bey can handle it. But one article in particular really felt like something was off. The author calls the Instragram picture “a brave woman who has the optimism to kneel down in front of a million flowers, get their wedding veil back on again, and know that bar the bump, the rest of their body is in perfect condition. People, this is not what pregnancy looks like.” A stranger, telling the public that Beyonce’s actual pregnancy isn’t what a pregnancy looks like. The author invalidates the actual pregnant woman, who is controlling her exposure and the narrative surrounding her pregnancy, by saying that, because it doesn’t look the way she expects pregnancy to look, it isn’t valid. In the days following the announcement I found myself falling down the rabbit hole of reading more and more articles criticizing Beyonce and her announcement. My excitement for her began to fade, and I wondered if maybe she should have avoided the criticism all together by being less flashy, or less “extra.”

Beyonce being pregnant on a car. I’m not sure why, but I’m here for it.

I started to think about women who hide their pregnancies in order to avoid backlash from their employers and peers and the expectations thrust onto women about the proper way to compose themselves during their pregnancies and once they become mothers. In 2016, when Chimamanda Ngozi Adichie gave birth to her child, she didn’t tell anyone when she was pregnant because she didn’t want to “perform pregnancy.” She’s quoted saying, “I just feel like we live in an age when women are supposed to perform pregnancy. We don’t expect fathers to perform fatherhood. I went into hiding. I wanted it to be as personal as possible.” Knowles-Carter and Adichie are both controlling the narrative around how much access the public has to their pregnancies.

I know I’m not nearly as famous as Beyonce or Chimamanda Ngozi Adichie so I’m probably not going to have any articles written about me whenever I get pregnant, but I will still be a black woman carrying a child in a society where people feel entitled to comment on a woman’s appearance and police how she carries herself. Black women are not only harshly criticized for their appearance, we are also subjected to racist perceptions around black pregnancy. There is the assumption that black women are someone’s “baby mama” or that the pregnancy was an accident. Black women are not afforded the same respect as other women when they decide to bear children.

Beyonce and her first child Blue.

I still have a lot of life to live before I have children, but in the digital age I wonder about what my own pregnancy announcement will look like, if I have one at all. Would I be willing to weather the storm of criticisms thrown at me or would I be more private? I often wonder what kind of mom I will be on social media. Will I be Beyonce, performing pregnancy from the day of my pregnancy announcement to the child’s birth or will I be Adichie, and keep the public away from the very personal and miraculous process that is pregnancy?

Two years ago, when I decided I wanted to have kids one day, I fantasized about telling anyone who would listen about my pregnancy; however, after seeing the backlash women of color face online it’s easy to understand why it would be tempting to keep a pregnancy quiet altogether.

Beyonce being flawless during her Grammy’s performance.

This is where I come back to Beyonce. Instead of covering her pregnant belly up when she performed at the Grammys, she evoked the image of a Nigerian fertility goddess. She performed covered in gold and jewels, literally beaming like the sun. She took every criticism about being over the top and threw it all right back at her critics.

Women of color are already told how to act, how to sound, how to dress, and how to treat other people;however, like Beyonce, I refuse to let society tell me how to carry a child.
