Budget and Enrollment Update

Key Points

The FY 2021 year-end operating results are better than previously projected.

The FY 2022 budget will continue to be challenging as we manage ongoing impacts of the pandemic, including base budget cuts spanning both FY 2021 and FY 2022.

Recognizing the financial strain some of our students and their families are facing, the Board of Regents has approved minimal increases in tuition rates for FY 2022.

The campus is on track to enroll the largest class of new freshmen in UMBC history. Students and families continue to believe in UMBC.

Dear UMBC Community,

A year ago, the campus faced a budget reduction of $65 million primarily as a result of a major State budget cut, loss of auxiliary revenues, and the extraordinary costs of safety measures required by the COVID-19 pandemic. We are very pleased to let you know that the year-end outlook for fiscal year (FY) 2021 is better than previously projected. This is thanks to the resilience of our faculty, staff, and students, who have worked to be as financially conservative as possible while continuing to focus on academic progress and support for people. Our fiscal position has also been helped tremendously by $10.6 million in federal stimulus funds. We now expect to close the financial year with a $19 million shortfall, primarily the result of reduced fee revenue in auxiliary operations such as residence halls and dining services.

The FY 2022 State budget recently approved by the Maryland General Assembly maintains the $12 million reduction to UMBC’s state appropriation that was adopted in FY 2021. The State budget also includes an additional $1.6 million reduction to UMBC’s base state appropriation, bringing the total base reduction in the past two fiscal years to $13.6 million.

While it will take several years to recover from these reductions and the financial effects of the COVID-19 pandemic, we are grateful to the State for providing some helpful additional resources in the FY 2022 budget. The FY 2022 State budget includes additional and targeted funding for the following:

Base funding to cover the cost of the two percent cost of living increase that was effective January 1, 2021.

An additional $400,000 to enhance our economic development and research activity.

Funding to support multiple healthcare, public health, and health services programs on campus.

The FY 2022 State capital budget also includes funding for a number of essential infrastructure projects on campus:

$6.9 million for utility upgrades;

$7.0 million for the planning and design of Sherman Hall renovation; and

$2.0 million for critical roof replacement projects.

Recognizing the financial strain that some of our students and their families are facing, the Board of Regents has approved a minimal increase in the FY 2022 tuition rates of two percent for in-state undergraduate students. Out-of-state undergraduate tuition and graduate student tuition will increase by three percent. These modest increases follow a year in which tuition was held flat.

Most exciting for the future of UMBC, the campus is on track to enroll the largest class of new freshmen in UMBC history. We are also seeing strong interest from prospective transfer and graduate students and are working closely to support and retain current students. It is wonderful to know that even in this time of unprecedented disruption, students and families continue to believe in the value of higher education and have confidence in UMBC.

We thank you for all you have done this year to assure that UMBC remains a welcoming community for inquiring minds, and we look forward to continuing to partner with our students, faculty, and staff as we prepare to return to robust learning and life on campus this fall. We wish our students success on their final projects and exams and urge all to take time for rest and reflection this summer.

President Freeman Hrabowski and Provost Philip Rous

Reflect, rest and reset over Summer

<Tagline>Questions for the end of the academic year</Tagline>

“We delight in the beauty of the butterfly, but rarely admit the changes it has gone through to achieve that beauty.” – Maya Angelou

And just like that the spring semester has come and gone but you’ve made it!

For over a year now, we have witnessed UMBC grit at its finest and we see you out there working hard and moving forward. Together, our campus community has remained connected and has pressed forward amid great adversity and uncertain times.

We have all adjusted to the changes brought on by COVID-19, and though it may be difficult to remember what the academic year was like before we became a virtual community, we are very excited to prepare to come together as a campus once more!

As the spring semester winds down, we encourage you to approach the summer season as a time to RESET with some well-earned rest and reflection. Recognize the growth and development that took place over the entirety of this past year and be proud of your accomplishments. Take some time to celebrate your wins, big and small!

We also are aware of the many challenges and obstacles you’ve faced along the way. Take some time to identify any obstacles or challenges you faced and take the opportunity to develop new goals and/or strategies that will better position you for the road ahead. What have you learned this past year? And how can you use the summer months as a mental reset to assess your plans moving forward?

Consider the following questions to get you started:

Academically, what kind of year did I have?

What were my successes and what were my challenges?

How did I fair in online classes? If I enroll in future online courses, what adjustments should I make in terms of time management and/or communicating with my instructors?

We encourage you now to take some time to consider your academic plan and timeline to graduation:

Did I complete as many credits and courses as I had planned?

Do I need to repeat any courses? Check out our academic policy regarding 3rd attempt course repetition if applicable.

What are some ways I can get some more academic support next semester? The Academic Success Center has a lot of great resources!

Am I taking any summer courses? Summer sessions can be a great way to a way to catch up or get ahead. Summer registration is still open and doesn’t require advising clearance. Remember, Finish 15 to stay on track!

What about your academic major? What is your current satisfaction and confidence level with your major, are you looking to seek any changes? Consider the following:

What aspects of my major am I enjoying and what uncertainties do I still have?

How does what I'm studying impact my future career goals?

If you are still undecided or are considering changing your major: what steps can I take to make progress towards a decision?

Do I have any GEPs left to complete? Can I use any of those courses to explore majors or minors I might be interested in?

Tip: If you are still exploring career options related to your academic major, spend time this summer talking to people who have careers that interest you.  Check out the online self-exploration resources at UMBC’s  Career Center and don’t forget to stay tuned for updates about our The Major Event happening in October!

Using all of this information, review your class schedule for the fall semester and make sure it still makes sense given the academic year you just completed (i.e.- do you need to repeat a class? Are you enrolled in too many credits?).

Tip: If you have still not registered for the fall semester and need advising assistance, talk to a departmental advisor or contact the Office for Academic & Pre-Professional Advising at oapa@umbc.edu.

Aside from academics, take some time to think about your social and extra-curricular involvement at UMBC:

Did I get involved on or off-campus in activities/events that interest me?

How well did I balance my social and academic life?

What lessons did I learn from getting involved?

Tip: Extra-curriculars can be a great way to not only meet new people but also get club and leadership experience that looks great on a resume! As we prepare for more in-person interaction next semester, make sure you familiarize yourself with UMBC Student Affairs and Campus Life information so you can anticipate any updates for next semester.

Lastly, make sure you spend some time thinking about where you are financially right now:

How did I budget my money during the academic year?

Do I have concerns about paying tuition or funding other aspects of college?

Am I aware of the financial tools and resources available to me as a UMBC student?

Tip: Check out the status of your student account on myUMBC (under the topic Billing & Personal Finances) to be sure everything is in order.  Check in with your Financial Aid Counselor for assistance exploring funding opportunities as well! The Financial Smarts@UMBC  website is also for great information on financing your education, living on a budget, and the concept of credit.

Finally, if you need support this summer, please know that UMBC is still very much up and running! Click here to access the COVID-19 student site for a centralized list of campus contact information and resources.

Again, we congratulate you for all you have accomplished this semester. We hope you use the following months as a time to keep moving forward towards your goals. It is never too late to reassess your plans and set yourself up for success. Never forget that we are here to help you make it happen!

Grieving Life Changes

 <Tagline>#HealthyRetrievers</Tagline>

What’s the first thing that comes to mind when you hear the word “grief”?

Far too often, we think of grief in terms of dealing with the loss of a loved one or illness. But we can also grieve the end of something – a relationship or a major life change – or even having to come to terms with something being different than we expected, like graduating during the COVID-19 Pandemic.

The pandemic has changed so much of our lives, and shifted the college experience in a major way.

Maybe you were in the middle of your first year in March 2020 and have yet to return to campus.

Perhaps you are graduating this spring and have to celebrate virtually.

Maybe you didn’t get to have the college roommate experience

If you have had a tough time being able to celebrate your accomplishments, you are not alone. For years you have dreamed about what your college experience or graduation day would look like, and now it is completely different.

It is ok to have complicated feelings about ending one chapter and beginning another.

While some students may have dealt with grief related to the virtual learning transition, including moving off campus, there may be students who are grieving the loss of a loved one or having to take care of an ill family member. The grieving process typically happens in five stages:

Denial

Anger

Bargaining

Sadness

Acceptance

Unfortunately, grief is not a linear process and sometimes you go back and forth between stages. But don’t fret. While grieving is not an easy thing to deal with, over time the intensity will decrease.

As you process major life changes during these unprecedented times, here are some tips to help with the transition:

Two things can be true: You can be excited to graduate and be disappointed that you will not have the traditional graduation.

Any milestone that you have been able to accomplish this year is a MAJOR feat. Your resilience and tenacity are remarkable and should be celebrated.

Find safe ways to reconnect with your support system so that you don’t feel alone.

Practice self-care to help you cope with the tough days.

Contact the UMBC counseling center to schedule an appointment and learn about the available resources to help process your grief.

Remember, grief is not reserved for loss. Major life transitions can result in a mix of emotions that may be hard to explain and that is normal. Grief can hit in waves, with you having good days reflecting on the good times followed by a series of bad days filled with confusion, sadness, and anger about what has transpired. During tough times, recognize that you are not alone, lean into your support system, and trust that it will get better.

My day-to-day responsibilities include creating and scheduling exams for many clients, providing live troubling for proctors during exams. I also assist in other functional business/technology processes as needed.

Describe the process of obtaining your position. When did you hear of the position and submit your application?

My internship position was listed on the UMBCworks page, and I decided to apply because the job description matched my skill set. I used the Career Center's handbook resume tips and examples to format my resume according to my field of study.

What have you enjoyed the most about your position or organization?

I enjoy that this internship position is entirely remote, so I get to work in the comfort of my home. I also enjoy the daily meeting with team members and the different tasks and projects we get to work on each day. The organization is pretty small, so everyone is kept in the loop.

How do you believe you have made an impact through your work?

I believe I make an impact through my work by creating exam formats that will yield the best exam-taking experience for candidates.
Just let me play my sport: A transgender perspective on the recent transgender sport bans

Autumn Cook (they/them) is a senior dual degree recipient in Chemistry and Gender, Women’s, + Sexuality Studies. They are a member of the Women’s Center staff team and co-facilitate the Spectrum discussion group which is a space for trans and non-binary community members.

We are in the midst of one of the most ruthless and successful pushes to limit transgender people from participating within everyday society. At the time of publishing, 7 states (Arkansas, Alabama, Tennessee, Idaho, South Dakota, Mississippi, and West Virginia) currently have laws on the books that prohibit transgender youth from participating in gender-segregated sports. That is, transgender girls are not allowed to play girls sports under penalty of the law. Twenty-five more states have either proposed bills or have bills waiting to be voted on within their state legislatures that do the same thing. A similar measure failed within the United States Senate on a razor-thin 49-50 margin.

These bills are extremely frightening and damaging not only to transgender youth but to the transgender population as a whole, and the entire activist population cannot just watch the rights of marginalized people be eroded. I am a transgender athlete, and although I am not of the age where many of these bills apply me, I used to be a transgender kid who would have been affected by these laws.

Ever since I was a kid, I’ve really liked participating in sports even though I was usually pretty bad at them. I played recreational soccer throughout elementary school and exceptionally enjoyed it. In middle school though, I discovered Ultimate, more commonly known as Ultimate Frisbee (Frisbee is actually a trademark, and therefore only can be used to describe discs made by Wham-O), and was almost immediately in love. But I didn’t consider myself an Ultimate player until my freshman year of college when I participated in UMBC’s annual hat tournament.

Image Description: 17 members of the 2019-2020 UMBC Women’s Ultimate team, standing in two rows within their blue and yellow jerseys.

Ultimate is a team sport that consists of two teams of seven players trying to get a disc down the field to the other team’s endzone. It’s not as easy as just running the disc to the endzone and passing it when you get blocked; a player who has the disc cannot move and must pass the disc to their teammates to advance it down the field. Uniquely, Ultimate is a non-contact sport that is refereed by the players themselves: there are no officials on the field. This forces an open dialogue between the players of the two opposing teams and fosters mutual respect from a collective love of playing the game.

When I showed up to the hat tournament on the fields near the Event Center, I was a fresh face and I didn’t know anyone or what to expect from this entirely new group of people I almost felt I was infiltrating. I thought a lot about my transness in relation to everyone else’s cisness, but no one asked and just took me at my word that I was a woman. I was hesitant at first, thinking they might confront me, but then in the second game of the day, I subbed in and almost immediately I saw an opening. I was being poached, or my defender was electing to cover the space where they thought I would run to get the disc rather than covering me directly. I saw this and immediately booked it for the endzone. The person in control of the disc saw this and by the time my defender reacted, I was already halfway down the field. Before I knew it, the disc was flying overhead and I wasn’t going to be fast enough to catch it. So I did the only other thing you can do in this situation… layout!

Image description: A GIF of Professional Ultimate Player Ashleigh Buch running and diving for (laying out) for a disc thrown into the end-zone.

While I adore the adrenaline rush that you receive after being a part of a big play, I think what kept me coming back to Ultimate was the mutual respect that players had for each other and the community surrounding Ultimate. Ultimate players are not in it for fame or the money, because there really isn’t any, but instead, push their bodies to the limit because they truly adore the game and adore the people that they have met through it. They didn’t care that I was trans; Ultimate players just care about your love of the game.

Unfortunately, one part of Ultimate is that the vast majority of organized play at the college level is gendered, as in there is a men’s league and a women’s league, so it can be a bit awkward when you come out as a trans person. Although there is a mixed league where men and women play alongside each other, I was very lucky in this sense because by the time I was playing competitive Ultimate in college, I had fully transitioned and had been on hormones for years. At the time I started playing, there were restrictions about who could play in the women’s league, but fortunately, I was within the restrictions and could play.

Luckily, thanks to the tireless activism from Ultimate players, USA Ultimate (USAU), recently amended the guidelines that dictate who can play in the Women’s and Men’s leagues and no longer requires “transfeminine people to be on testosterone suppressants for a year before they become eligible” and also allows transmasculine people to still play in the “women’s” league, regardless of if they are taking testosterone or not. This is a fantastic demonstration of the Ultimate community’s commitment to inclusivity and equity.

However, the USAU organization is a relatively small organization that organizes a relatively small collegiate sporting league. The NCAA, the preeminent collegiate sports organization within the US for major sports such as basketball, swim/dive, soccer, golf, volleyball etc, requires that transfeminine athletes who wish to compete within women’s sports be on hormone replacement therapy that blocks testosterone for at least one year, and for any testosterone taking transmasculine people to be immediately disqualified from the women’s divisions. This policy is quite similar to the established policies that the Olympics and other professional sporting bodies have used for years. The one year mark on testosterone blocking is almost completely arbitrary, as many transgender people’s hormones are stable long before the year mark.

Transgender people being able to participate in gendered sports is not a new thing, but in the last year, the fervor around “transgender people taking over gendered sports” reached new highs so I wanted to add to the conversation by describing what it’s like being a transgender woman who participates in a woman’s sport. I am coming from a position of privilege because I never had to fight with the organizing bodies over my eligibility to play, and the sport that I play is inclusive and accepting of transgender bodies and identities; that doesn’t change the effect of the greater societal belief that transgender people somehow have an advantage in sports so my experiences will not be the same as other athletes or trans people who play different sports.

Whenever I step onto the field of a sanctioned tournament, or even if I’m just playing with people I haven’t played with before, I get really scared that someone is going to confront me about my gender identity, claiming that I should not be there, or that I have a competitive advantage, or that my presence is making the other players feel uncomfortable. I fear that someone is going to clock my gender identity just by the way that I sound or the shame on my shoulders. It has never actually happened before on the field, but that does not make the fear go away. Similar to what I discussed within my first blog post, the fear that I am invading a women’s space with my masculinized childhood experience haunts me. I’m an aggressive player, meaning that I go after discs hard and make my presence on the field known, and I’m always fearful that someone will read that as me being a man playing a women’s sport and be called out on it. Just the fear of theoretically being called out for not belonging within a space that I know that I belong in is really hard to grapple with and process, especially when I’m trying to devote all of my brainpower to doing the best I can on the field.

Everyone who wants to participate in sports should be able to participate in sports.

Some of these fears come from the common tropes that parts of society hold surrounding how trans people operate within the world. One of the biggest fears that I have when playing women’s frisbee is getting called out on somehow having an advantage over the cis women. Lawmakers cite that these bills are to protect the “competitive integrity” of sports because they believe that transgender people will take over the top echelons of scholastic sports if they were allowed to compete. The idea that transgender people have an advantage over their cisgender counterparts is bogus fear-mongering about transgender people. Data actually suggests that trans women are less effective than their cisgender peers. For instance, one study showed trans women on hormone replacement therapy run 10% slower when compared to their results pre-HRT. Additionally, a United States Air Force study demonstrated that after a year on HRT, transgender and cisgender service members’ fitness metrics were nearly the same.

To further demonstrate this false idea of “transgender advantage,” let’s also take a look at the history. Transgender athletes have been allowed to participate in competitive sports for years now, and only one openly transgender man, Chris Mosier, has qualified and joined a U.S. national team and only one transgender woman, Dr. Veronica Ivy, has won an international championship title, with Dr. Ivy havving won the UCI Women’s Masters Track Cycling World Championship for the women’s 35-44 bracket. That’s two people–and I don’t think they’re looking to take over the world of sports anytime soon.

Another aspect I want to challenge about these anti-trans laws is the question of who is actually impacted by them. Yes, trans athletes and trans students are obviously the most affected by these laws, but they are not the only people impacted by these laws! Every athlete, cisgender or transgender, are affected by these laws. This is directly seen within the text of Florida’s recent attempt at banning transgender kids from participating in sports, a bill that is currently predicted to die in the Florida State Senate, but passed the House. According to the Tampa Bay Times, if passed, this bill would allow people to challenge any athlete’s gender, forcing them to prove their “sex” one of three ways: “with a DNA test; with a testosterone test, or with [a] medical professional examining the student’s ‘reproductive anatomy.’” This problem is not just hypothetical. In 2017, an 8 year old girl and her team were disqualified from a girls club soccer tournament for looking too much like a boy with her short haircut. Tournament officials later said that this disqualification was because of a typo, an excuse that the family of the girl did not buy.

The reality is that these bills hurt everyone.

Just as bills banning the use of public bathrooms hurt cisgender people who do not fit into the heteronormative and hegemonic ideas of what a “woman” or a “man” should look like, these anti-sports bans will hurt more than just transgender people. Any non-normative looking athlete is a target of these bills.

Another interesting aspect of this debate is that sports are, by definition, a competition to determine who is better at some activity. In professional volleyball, do we require taller players to jump lower or to play on their knees to be fairer to the shorter players? Do we ask runners with a larger stride to limit themselves to make it fairer for the shorter-legged players? Of course, we don’t, because sports are a measure of people’s natural and trained abilities!

Society would never ask a cisgender person to limit themselves to make it fairer for another cisgender person so why is there a double standard for trans people? Some transgender athletes have different body types than their cisgender counterparts. A transgender woman who went through a male natal puberty might have broader shoulders, be taller, or have a longer stride. But even if these differences in body type did infer an advantage to transgender athletes over their cisgender peers, (which they don’t), it would not make sense to penalize them for being better at something than their competitors, because society does not punish cisgender athletes for their innate abilities.

Ultimately, the ability to participate in sports is a human right. Everyone who wants to participate in sports should be able to participate in sports. My message to everyone who thinks that transgender people should not be allowed to play sports is pretty simple: let me play the game that I love.
