          </span><span>The class will meet in-person on Mondays from 6
          pm -9:10 pm in PUP 204. In the last couple decades health professionals around
          the world have promoted human rights-based approaches to guide health system
          analysis and health policy. In this course students will learn components of
          health and human rights programs and understand principles of and links between
          health and human rights. Students will evaluate health policies and programs
          from a human rights perspective. Examples of human rights approaches to health
          will be given in both developed and developing countries. In addition, students
          will examine the benefits of health and human rights programs as well as the
          problems and conflicts associated with such programs. This hybrid course
          requires both classroom and online time; reliable internet access and computer
          literacy; and the ability to self-manage independent learning assignments
          according to deadlines. In place of reduced classroom hours, required online
          work is connected to classroom learning and may include independent mastery
          assignments, discussion boards, videos with quizzes, writing assignments, and
          other active learning experiences. Students are responsible for both classroom
          attendance and completing these out-of-classroom learning experiences by the
          specified deadlines and in accordance with instructor requirements.</span></p></div>

  <Title>Inclusivity and Freedom of Expression on Campus</Title>

    <div class="html-content"><div><span>Dear Members of Our UMBC Community,</span></div><div><span><br></span></div><div><span>UMBC is committed to inclusive excellence, social justice, and freedom of expression. As a diverse academic community, we have many opportunities to thoughtfully engage in discussion and advocacy on issues that matter to each of us.</span></div><div><span><br></span></div><div><span>Over the past several weeks, UMBC, like other universities across the nation, has seen incidents of signage that is unauthorized and which has also caused concern among many campus constituents. Free speech, including signage with messages that are not consistent with campus values, is protected on public campuses such as ours. However, signage of any kind must comply with our university policies on campus postings. </span></div><div><span><br></span></div><div><span>UMBC recently found and removed posters and stickers that failed to follow <a href="https://t.e2ma.net/click/bvw3l/r74a4bb/j1iv9c" rel="nofollow external" class="bo">our campus policy for posting of notices and event signage</a>. This policy notes requirements, for example, that posted materials include the name of a sponsoring organization and that they be posted on fixtures designed to hold advertisements. If you see signage that you believe violates university policy, please contact the Commons Administration at <a rel="nofollow external" class="bo">410-455-3455</a> or <a href="https://t.e2ma.net/click/bvw3l/r74a4bb/ztjv9c" rel="nofollow external" class="bo">UMBC Police</a> after hours.     <div class="html-content"><div><div><div><div><h5>Association for the Study of African American Life and History (ASALH) </h5><h5>The Crisis in Black Education  <br>Executive Summary 2017</h5><div>The theme for 2017 focuses on the crucial role of education in the history of African Americans.
    ASALH’s founder Carter G. Woodson once wrote that “if you teach the Negro that he has
    accomplished as much good as any other race he will aspire to equality and justice without
    regard to race.” Woodson understood well the implications associated with the denial of access
    to knowledge, and he called attention to the crisis that resulted from persistently imposed racial
    barriers to equal education. The crisis in black education first began in the days of slavery when
    it was unlawful for slaves to learn to read and write. In pre-Civil War northern cities, free blacks
    were forced as children to walk long distances past white schools on their way to the one school
    relegated solely to them. Whether by laws, policies, or practices, racially separated schools
    remained the norm in America from the late nineteenth century well into our own time. </div><div><br></div><div>Throughout the last quarter of the twentieth century and continuing today, the crisis in black
    education has grown significantly in urban neighborhoods where public schools lack resources,
    endure overcrowding, exhibit a racial achievement gap, and confront policies that fail to deliver
    substantive opportunities. The touted benefits of education remain elusive to many blacks of all
    ages. Tragically, some poorly performing schools serve as pipelines to prison for youths. </div><div><br></div><div>Yet, African American history is rich in centuries-old efforts of resistance to this crisis: the
    slaves’ surreptitious endeavors to learn; the rise of black colleges and universities after the Civil
    War; unrelenting battles in the courts; the black history movement; the freedom schools of the
    1960s; and local community-based academic and mentorship programs that inspire a love of
    learning and thirst for achievement. Addressing the crisis in black education should be considered one of the most important goals in America’s past, present, and future.</div></div></div></div></div></div>

The International Education Services Office is monitoring the situation for any new developments.
