    <Title>Can you Plagiarize an Entire College?</Title>

          <p>Going to college is hard enough. How about going to<a href="http://online.wsj.com/article/SB10001424052748704692904576166833446761162.html?mod=WSJ_hp_mostpop_read" rel="nofollow external" class="bo"> a fake college</a>?</p>
          <p>Administrators at Reed University are alarmed because someone has copied much of the university’s information (included pictures of faculty) and placed it on a website for a fictitious school called “Redwood University”.</p>
          <p>This is not some school kid prank. It appears scammers are targeting potential students in Asia and elsewhere. The fraudsters are looking to falsely collect enrollment fees over the web.</p>
          <p>Unsuspecting applicants will learn the hard way that cheating is part of this school’s curriculum.</p>

    Ross Technologies (RTGX), a growing Maryland company that helps businesses and government agencies take a system-wide approach to securing computer systems, is moving its headquarters to the bwtech@UMBC Research and Technology Park this spring. 
    
    RTGX will be part of an expanding group of companies at bwtech developing technology and supporting institutional changes needed to protect information systems from a growing range of cyber threats.
    
    Armando Seay, who founded RTGX with Kathy Adams in 1997, said he is excited that the new location will put the company adjacent to the campus of the University of Maryland, Baltimore County (UMBC), and within a short drive of national intelligence and cybersecurity resources at Fort Meade.
    
    “We are thrilled to be moving our headquarters to bwtech,” Seay said. “This location will help us find fresh talent coming out of UMBC and further our goal of innovating in the field of cybersecurity.” 
    
    RTGX, which is currently based in Howard County, will occupy 11,425 square feet in the newest building on bwtech’s north campus. Telcordia, a global leader in communications software, is opening an office in the same building this spring, and the building will also be home to Northrop Grumman’s Cync program, a new incubator that will nurture high-potential, early-stage companies as they develop tools to secure and protect the computer hardware, software and networks vital to national defense.
    
    “We are excited that RTGX is joining the other companies at bwtech working to protect information systems,” said Ellen Hemmerly, bwtech’s executive director. “The expanding cybersecurity focus at bwtech is creating new opportunities for collaboration between companies and UMBC researchers.”
    
    RTGX expects to house executive leadership, program management, cyber quality assurance, human resources, advanced research and financial management at its bwtech headquarters. C-Volve, an emerging cyber intelligence company being mentored by RTGX, will also be based at bwtech. C-Volve is focused on cyber
    network defense and data breach security and risk mitigation.
    
    "RTGX adds to the critical cluster of Baltimore County companies doing the important work of securing data," said Baltimore County Executive Kevin Kamenetz.  "Their collaboration with UMBC students and researchers will enrich our entire information technology community."
    
    UMBC, <a href="http://www.umbc.edu" rel="nofollow external" class="bo">www.umbc.edu</a>, ranks fourth among U.S. research universities in the production of IT degrees and certificates, and it is the largest producer of such graduates among research universities in Maryland, Washington, D.C., and Virginia. The campus offers a master’s degree and a graduate certificate in cybersecurity, and it is rated a Center of Excellence in information assurance education and research. Thousands of UMBC graduates work in the intelligence community for key federal agencies and private partners.

    <Title>Unions: good, bad, or outdated?</Title>

          <p>In Wisconsin, as well as other places across the nation a <a href="http://www.usdemocrazy.net/2011/02/20/its-egypt-its-iran-no-its-wisconsin/" rel="nofollow external" class="bo">battle line has been drawn</a>. The issue: public employee unions (such as those for teachers).</p>
          <p>This is an issue which has been highly politicized. But what is behind the attempts to restrict unions ability to negotiate (and as a result, their power)?</p>
          <p>Robert Barro, whose opinion appears in the Wall Street Journal, <a href="http://online.wsj.com/article/SB10001424052748704150604576166011983939364.html" rel="nofollow external" class="bo">attacks unions noting that</a></p>
          <blockquote><p>For a teachers union, collective bargaining means that suppliers of teacher services to all public school systems in a state—or even across states—can collude with regard to acceptable wages, benefits and working conditions. An analogy for business would be for all providers of airline transportation to assemble to fix ticket prices, capacity and so on. From this perspective, collective bargaining on a broad scale is more similar to an antitrust violation than to a civil liberty.</p></blockquote>
          <p>On the other side of the line Hendrik Hertzburg, in an article for the New Yorker, <a href="http://www.newyorker.com/talk/comment/2011/03/07/110307taco_talk_hertzberg" rel="nofollow external" class="bo">argues that unions are</a></p>
          <blockquote><p>the only truly formidable counterweight to the ever-growing political power of that top one-thousandth [wage earners]</p></blockquote>
          <p>Many Americans, as <a href="http://krugman.blogs.nytimes.com/2011/03/01/americans-dont-hate-unions/" rel="nofollow external" class="bo">Paul Krugman notes</a>, agree with Hertzburg as</p>
          <blockquote><p>while people don’t necessarily love unions — hey, I personally don’t necessarily love unions — most people apparently see them as having a legitimate role.</p></blockquote>
          <p>However, the role of unions as a political balance <a href="http://dailycaller.com/2011/02/28/mother-jones-gives-up-on-unionism/" rel="nofollow external" class="bo">may be coming to a close</a> . Mickey Kaus notes that</p>
          <blockquote>
          <p>The Internet has already empowered organizations like MoveOn.org to provide both dollars and volunteers to Dems through a structure that need not have anything to do with organized labor. … Why picket when you can click it?</p>
          </blockquote>
          <p>No matter the end result in Wisconsin (and elsewhere) Nancy Folbre for Economix argues that <a href="http://economix.blogs.nytimes.com/2011/02/28/revolt-of-the-cheeseheads/" rel="nofollow external" class="bo">the protesters time was not wasted</a> as</p>
          <blockquote><p>the committed progressive activists of Wisconsin have raised the level of news organizations’ attention to state politics and broadened the public debate over the fiscal crisis.</p></blockquote>
          <p>So no matter what your beliefs are, don’t be afraid to stand up for them (especially if that means posting a comment).</p>

          <div><div><div><div><div><span><span>A: E</span><span>very day has the potential for the unexpected in the Bookstore.  Way back in 1990, a high level administrator approached me within a few weeks of my arrival at UMBC.  The individual wished to return a UMBC winter coat which had been recently purchased in the Bookstore.  I was informed that the coat had NEVER been worn, and that the individual had opted to purchase a more traditional, non-emblematic winter coat.  After allowing the refund, the coat was put back out for sale.  It was at this point that we discovered the dog bones (treats) in the pocket.  WOOF!</span></span></div></div></div></div></div>

UMBC gets set to take the court for its eighth America East Conference Tournament as they face nemesis Binghamton in the first round game of the 2011 championships on Thursday, March 3 in West Hartford, Conn. (8:15 p.m.) The two teams have only met once in tournament play with the Bearcats defeating the Retrievers in the 2009 title game.           <p>A recent IEEE Spectrum article, <a href="http://spectrum.ieee.org/biomedical/diagnostics/teaching-machines-about-madness" rel="nofollow external" class="bo">Teaching Machines About Madness</a>, mentions the research of CSEE alumnus Vince D. Calhoun (Ph.D. 2002) and his mentor Professor Tülay Adali on developing a machine-learning system that can distinguish between people with schizophrenia and those with bipolar disorder using multiple functional magnetic resonance imaging brain scans. These conditions can be difficult for doctors to distinguish and require different treatments.</p>
          <p>Dr.Calhoun is currently Professor of Electrical and Computer Engineering, Neurosciences, Psychiatry and Computer Science at the University of New Mexico.
