  <Title>Weissmann &#8217;06, appointed secretary of Maryland Department of Budget and Management</Title>

    <div class="html-content"><p>Maryland Governor Wes Moore has appointed Yaakov “Jake” Weissmann ’06, social work and psychology, as acting secretary of the Maryland Department of Budget and Management (DBM). Weissmann, UMBC’s vice president of government relations and community affairs since December 2023, joins an impressive group of UMBC alums serving in state and federal leadership roles.</p>
    
    
    
    <p>In a statement on the <a href="https://governor.maryland.gov/news/press/pages/governor-moore-announces-appointment-yaakov-jake-weissmann-acting-secretary-maryland-department-budget-management.aspx" rel="nofollow external" class="bo">governor’s website</a>, Moore called Weissmann “an experienced public servant and one of the most effective policy minds in our state. His deep understanding of the Maryland budget, developed over years in both the legislative branch and in local government, makes him uniquely qualified to lead DBM.” </p>
    
    
    
    <p>Weissmann, a proud UMBC alumnus, called the move “exciting, but bittersweet.” Coming into his role at UMBC from an already full career of public service, he helped spread the word of UMBC’s impact among legislators and across the state, and nurtured relationships with the communities surrounding UMBC. He was among President Valerie Sheares Ashby’s first executive hires.</p>

    <p>“It has been an enormous gift to work with Jake and to benefit from his counsel as we have built and strengthened relationships with elected officials and government agencies at the local, state, and federal levels,” Sheares Ashby said in a <a href="https://my3.my.umbc.edu/groups/announcements/posts/153747" rel="nofollow external" class="bo">message to campus</a>. “He has positioned us not only to be well-known among our public officials, but also to be well-supported; he believes deeply in UMBC’s distinctive value and conveys that value to others in ways that resonate meaningfully and build lasting connections.” </p>
    
    
    
    <p>Weissmann called Sheares Ashby “a singular leader” who believes deeply in the people and mission of UMBC.</p>
    
    
    
    <p>“UMBC really is a special place,” he said. “And part of what makes this position work so well is that President Sheares Ashby has a true understanding that our communities matter…and of the importance of making sure UMBC’s goals align with the goals of the state.”</p>
    
    
    
    <p>After graduating from UMBC, Weissmann went on to earn his master’s in social work from the University of Maryland, Baltimore, as well as his juris doctor from the University of Baltimore. He served for two years as the assistant chief administrative officer in Montgomery County, where he helped steer the county’s economic development strategy and was responsible for several county departments. Prior to that, he spent 14 years with the Maryland General Assembly, including two years working in the House of Delegates, and 12 years with the Office of the Senate President. During his time in the Senate, Weissmann served in many roles, including as chief of staff for Senate President Bill Ferguson and former Senate President Thomas V. Mike Miller, Jr. He has also served on the state Board of Elections for the last two years.</p>
    
    
    
    <p>Weissmann joins an impressive list of UMBC alumni who occupy prime positions in state and federal government, including <a href="https://umbc.edu/stories/umbc-alumna-adrienne-jones-makes-history-as-maryland-speaker-of-the-house/" rel="nofollow external" class="bo">Adrienne Jones ’76</a>, psychology, the first Black woman to serve as speaker of the Maryland House of Delegates, Congressman <a href="https://umbc.edu/stories/freshman-representative-olszewski-in-congress/" rel="nofollow external" class="bo">Johnny Olszewski, Ph.D. ’17</a>, public policy, and <a href="https://ogrca.umbc.edu/retrievers-in-government/" rel="nofollow external" class="bo">many others</a>.</p>
    
    
    
    <p>Looking ahead to the new role, Weissmann said he was excited about the “incredible opportunity to serve,” and shared a quote from the late United States Representative Elijah Cummings to capture their shared philosophy on the work: “Public service is the rent we pay for our space on this earth.”</p></div>

    <div class="html-content"><div>Dear UMBC Community, </div><div> </div><div>Many of you likely have heard by now the news that our very own Yaakov “Jake” Weissmann ’06 has been named to a top position in Maryland Governor Wes Moore’s cabinet. The <a href="https://governor.maryland.gov/news/press/pages/governor-moore-announces-appointment-yaakov-jake-weissmann-acting-secretary-maryland-department-budget-management.aspx" rel="nofollow external" class="bo">governor announced recently</a> that he was tapping Jake to be the next secretary of the Maryland Department of Budget and Management (DBM), effective October 22. </div><div> </div><div>The news is unequivocally good for the state, and to have a UMBC alumnus in a top leadership role in Maryland is a point of pride for our university. In announcing the appointment, Gov. Moore noted Jake’s deep experience as a public servant and called him “one of the most effective policy minds in our state.” </div><div><br></div><div>I agree, and I know that Jake’s incredible knowledge of the state budget and all things state government, as well as his long-held commitment to serving the public, make him an outstanding choice for this role. At UMBC, we have been fortunate that for the past two years, Jake served the public through his work leading our Office of Government Relations and Community Affairs, first as associate vice president and, since August 2024, as vice president. </div><div> </div><div>It has been an enormous gift to work with Jake and to benefit from his counsel as we have built and strengthened relationships with elected officials and government agencies at the local, state, and federal levels. He has positioned us not only to be well-known among our public officials, but also to be well-supported; he believes deeply in UMBC’s distinctive value and conveys that value to others in ways that resonate meaningfully and build lasting connections. </div><div> </div><div>That work has been especially important this year, as we have navigated many actions and changes at the federal level, as well as reductions in state funding. Jake has been a tireless advocate for UMBC’s community, for its research, and for its values. </div><div> </div><div>Jake returned to UMBC in 2023 after serving as an assistant chief administrative officer in Montgomery County. Before that, he spent 14 years with the Maryland General Assembly, 12 of those in the Office of the Senate President. Among other roles, he served as chief of staff to two Senate presidents. Jake majored in social work and psychology at UMBC, and it was here that he became passionate about a life in public service and community engagement. He went on to earn a master’s degree in social work from the University of Maryland, Baltimore, and a law degree from the University of Baltimore School of Law. In 2023, Gov. Moore appointed Jake to the Maryland State Board of Elections. </div><div> </div><div>We will work to fill the role of vice president for government relations and community affairs expeditiously, ideally before the next Maryland legislative session begins in January. For now, I want to celebrate Jake and offer my sincere thanks to him for his outstanding service and myriad contributions to UMBC.     <div class="html-content">This upcoming <strong><em>Wednesday, October 22, 2025 from 4:30 to 5:30 p.m.</em></strong> in the LLC Conference Room (SHER 202A), we will hold the first session in our Public Research Presentation series.<div><br><div>This session's featured participants:</div><div><br></div><div><u>Edy Carão<br></u></div><div><br></div><div>Edy Carão is a social scientist who graduated from the University of Campinas (Unicamp) and is currently pursuing a master's degree at the university's School of Education. Their work bridges academic research and social movements, focusing on the development of public policies within Brazilian universities.</div><div><p>As an undergraduate, Edy conducted research on graffiti and inscriptions in the university's public restrooms, examining how issues of gender and sexuality are expressed in these spaces and how gender- and sexuality-based violence emerges as a public issue to be addressed by institutions. In their master's program, Edy investigates Brazilian Indigenous movements, with particular attention to how LGBTQIAPN+ issues have surfaced within these movements and contributed to the institutionalization of policies to combat gender- and sexuality-based violence.</p><p>Their most recent contribution includes the development of public policies for trans quotas at the University of Campinas (Unicamp).</p><u>Douglas de Jesus Gonçalves</u><br></div><div><u><br></u></div><div><em>Dandies of Color, Culture, and Social Mobility: A Dialogue Between Victor Séjour and Cruz e Souza</em></div><div><p>In this paper, Douglas aims to bring into dialogue two men of color who used culture as a means of social mobility: American writer Victor Séjour (1817–1874) and Brazilian poet Cruz e Souza (1861–1898). The goal is to highlight similarities and differences between these two experiences of the African diaspora. Both were men of color from the first generation of free people in their families who used education and the erudite culture of their time to navigate and ascend socially.</p><p>Considering the differences in how racism structured social relations in their respective territories—as well as what was considered "erudite" in each context—the main hypothesis is that their engagement with European culture functioned, in part, as a strategy to attain respect and dignity. However, racial barriers prevented both from achieving the same prestige as their white contemporaries.</p><p><em>This event is open for full participation by all individuals regardless of race, color, religion, sex, national origin, or any other protected category under applicable federal law, state law, and the University's <a href="https://ecr.umbc.edu/discrimination-policy/" rel="nofollow external" class="bo">nondiscrimination policy</a>.</em></p></div></div></div>

  <Title>Fix Your Content Day: Let&#8217;s Make Course Materials More Accessible</Title>

    <div class="html-content"><div><p>On <strong>Tuesday, November 18</strong>, UMBC will host its own <strong><a href="https://my3.my.umbc.edu/groups/instructional-technology/events/147364" rel="nofollow external" class="bo">Fix Your Course Content Day</a></strong>, dedicated to improving the accessibility of digital course materials in Blackboard. This one-day push is a chance for faculty, staff, and instructional designers to review Ally accessibility reports, make fixes, and strengthen our commitment to inclusive teaching.</p><p><strong>Why Fix Content?</strong></p><ul><li><strong>Every fix, big or small, helps.</strong> Whether it's adding alt text to an image, adding meaningful link text, correcting heading structure, or improving document formatting, each step makes content more usable for a student using a screen reader, assistive device, or alternate format.</li><li><strong>You already have insights.</strong> The <strong>Ally tool in Blackboard</strong> surfaces course-level accessibility reports and flags problematic files (scanned documents, missing image description, contrast issues, etc.). Use this as your guide.</li><li><strong>It's about more than one day.</strong> Fix Your Content Day is not just a one-off event. It's a focused moment for action -- and a reminder that digital accessibility is an ongoing responsibility in course design.</li></ul><p><strong>What to Do on November 18</strong></p><p>Here's a simple roadmap you can follow:</p><p><strong>1. Review your Ally report.</strong><strong><br></strong>Log into your course and go to Books &amp; Tools from the right navigation menu to <a href="https://umbc.atlassian.net/wiki/x/CEPVAQ" rel="nofollow external" class="bo">access your Ally accessibility report</a>. Note your starting score. Prioritize files you use most (syllabus, major readings, assignment sheets, etc.) or where you have inaccessible images that impact meaningful content.</p><p><strong>2. Make at least 3 targeted fixes.</strong><strong><br></strong>Use <a href="https://umbc.atlassian.net/wiki/x/nDbVAQ" rel="nofollow external" class="bo">the Ally "repair" workflow</a> (built into Blackboard) to take action:</p><ul><li>Add or improve <a href="https://help.blackboard.com/Ally/Ally_for_LMS/Instructor/Improve_Accessibility/Add_Image_Descriptions" rel="nofollow external" class="bo">alt text for images</a></li><li>Fix <a href="https://help.blackboard.com/Ally/Ally_for_LMS/Instructor/Improve_Accessibility/Add_Headings_To_A_Document" rel="nofollow external" class="bo">heading structure</a> (use proper heading levels rather than visual formatting)</li><li>Add descriptive link text (avoid "click here")</li><li>Ensure <a href="https://help.blackboard.com/Ally/Ally_for_LMS/Instructor/Improve_Accessibility/Fix_Text_Contrast" rel="nofollow external" class="bo">sufficient color contrast</a> in slides or documents</li><li>Replace <a href="https://help.blackboard.com/Ally/Ally_for_LMS/Instructor/Improve_Accessibility/Scanned_PDFs" rel="nofollow external" class="bo">scanned PDFs</a> (if possible) with accessible ones or OCR them<br></li></ul><p><strong>3. Strive for 85.</strong><br>As you make your fixes, <strong>aim for an Ally score of 85 percent or higher</strong> in your courses. This benchmark represents solid progress toward accessible, student-ready materials. Each improvement -- adding alt text, correcting headings, or replacing scanned PDFs -- moves your score closer to 85, or exceeds it, and helps ensure your course is usable for every learner.</p><p><strong>4. Document or share progress.</strong><strong><br></strong>Record which courses and files you've improved. If you'd like to be recognized with a microcredential for your portfolio or LinkedIn profile, <a href="https://forms.gle/dNSio1H7rm1pyEeJ6" rel="nofollow external" class="bo">submit your results using this Google Form</a>. Instructional Technology will also share the top five departmental improvements.</p><p><strong>5. Reflect and plan next steps.</strong><strong><br></strong>Think about recurring patterns in your courses (e.g. many scanned articles, many images lacking alt text). Use that insight to inform future course redesign or content creation. Consider sharing your top three fixes with your departmental to help normalize accessible practices across campus.</p><p><strong>A Few Tips to Make It Easier</strong></p><ul><li><strong>Start small.</strong> Pick a single course or module to focus on first, or focus on a single type of issue like image descriptions. You also don't need to "fix everything" in one day.</li><li><strong>Schedule your time.</strong> Block a 30-60 minute slot on November 18 in your calendar just for accessibility fixes -- or drop by our open lab in ENGR 102 from 1 to 3 PM to work alongside colleagues, share progress, and get help from the Instructional technology team in a relaxed, social space to celebrate the day’s improvements.</li><li><strong>Work together.</strong> Team up with a colleague -- it can be in your department or another for cross-disciplinary support. Two sets of eyes often catch more than one.</li><li><strong>Drop in for virtual support.</strong> Instructional Technology is standing by with quick guides or quick consultations. </li></ul><p></p><p>On <strong>November 18</strong>, join us in making a measurable impact on our course content.   <Title>SPRING 2026 Registration -- Schedule of Classes, Advising, and Course Reminders</Title>

It's ADVISING SEASON!</p><p>Registration for Spring 2026 is right around the corner  – as early as next week for some students –  which means that you will want to plan to meet with your assigned major advisor ASAP in order to discuss your academic plan and receive advising clearance. </p><p>Keep in mind that advising is MANDATORY every semester and must be completed prior to registration for the upcoming school term. </p><p>Check your myUMBC email (sent on or around October 2nd) for your advisor assignment and further instructions.</p><p>Advisor assignments can also be found via the CNMS Advising website<a href="https://cnmsadvising.umbc.edu/advising-assignments/" rel="nofollow external" class="bo"> here </a>(by major) and via your myUMBC Profile.</p><p>Newly or recently declared life science majors who do not have a listed advisor assignment should contact <a href="https://my3.my.umbc.edu/groups/cnmsadvising/posts/null" rel="nofollow external" class="bo">CNMSAdvising@umbc.edu</a> for support. </p><p>NOTE**: The SPRING 2026 Schedule of Classes went LIVE TODAY (10/20). You can begin reviewing course/schedule options right away however you will want to take note of your earliest registration date/time (based on earned credits). <a href="https://registrar.umbc.edu/calendars/registration-appointments/" rel="nofollow external" class="bo">A comprehensive chart for all registration dates/times can be found here.</a> Initial registration times for undergraduate students will begin as early as October 28th for students who have earned 120 credits or more and will continue in descending earned credit order through to November 14th when all continuing students are eligible. You can verify your specific date/time for registration via your myUMBC account. **</p><p>SPECIAL ANNOUNCEMENT***: Please take note that this upcoming semester marks a change in course numbering among introductory courses in Biology. Effective immediately, BIOL 142 will be renumbered to BIOL 140 and there will no longer be an enforced sequencing between 140 and 141. Additional, detailed information can be found <a href="https://my3.my.umbc.edu/groups/cnmsadvising/posts/153670" rel="nofollow external" class="bo">HERE </a>and be sure to follow up with your assigned advisor if you have any lingering questions or concerns. </p><p><strong><a href="https://winter.umbc.edu/" rel="nofollow external" class="bo">WINTER 2026 REGISTRATION</a> began on October 13th.     <div class="html-content">Check out these new electives for the Winter 26 semester!<div><br></div><div><strong>ASIA 300</strong> -<em> Political Leadership of Asia</em></div><div>Instructor: Zareen Taj</div><div><br></div><div>This dynamic, story-driven course explores the bold, flawed, and complex leaders who have shaped the political landscape of some key countries in East and South Asia. Students will examine how different styles of leadership from charismatic revolutionaries to authoritarian rulers, including transformative, transactional, charismatic, and failed approaches, have influenced state-building, democracy, development, and civil unrest. </div><div><br></div><div>This course goes far beyond the textbook. Through biographies, speeches, memoirs, films, and scholarly texts, we will critically assess leadership processes and their lasting legacies. Special focus will be placed on the post-Cold War era and Asia's rising role in global geopolitics. The course explores the relationship between history and drama, in particular, how they can illuminate or conceal basic truths and values of the past. Views of feudal life &amp; modern times, obsessions with honor &amp; suicide, the changing role of women in society, the encounter between Japanese &amp; foreign cultures, and themes of war &amp; pacifism will be investigated.
