  <Title>Be the Next Student Regent</Title>
  <Tagline>One student to represent 170,000 on the USM Board of Regents</Tagline>

          <div><span>The <a href="http://www.usmd.edu/about_usm/" rel="nofollow external" class="bo">University System of Maryland</a> encompasses 12 institutions, including UMBC, and two regional higher education centers. It employs more than 17,000 faculty members and 20,000 staff members, and owns almost 1,000 buildings. Its annual operating budget is more than $5 billion. There are more than 170,000 undergraduate and graduate students enrolled at its various institutions. But only one of them gets to participate directly in the decisions of the <a href="http://www.usmd.edu/regents/members/" rel="nofollow external" class="bo">Board of Regents</a>, the system's governing body. Four times in the past 14 years, that one student--the Student Regent--has come from UMBC, including the incumbent, <a href="http://news.umbc.edu/umbcs-brandon-enriquez-named-university-system-of-maryland-student-regent/" rel="nofollow external" class="bo">Brandon Enriquez</a>.  Could you be next?</span></div>

    <Title>Dr. Simon Stacey promoted as interim vice provost and dean of undergraduate education</Title>

          <p>When individuals think of Simon Stacey, they immediately have positive opinions regarding him. Stacey, former director of UMBC Honors College, who was recently promoted to interim vice provost and dean of Undergraduate Education, has a myriad of responsibilities in his new position and handles them with both poise and compassion.</p>
          <p>Some of Simon Stacey’s responsibilities include assisting units on campus such as the Sherman Scholars, Learning Resources Center, Shriver Center, Women’s Center, Honors College, Meyerhoff Scholars Program, FYE: Introduction to a Honors University, as well as undergraduate students in their transition to college.</p>
          <p>He also teaches an INDS course called Creative Survey Design, where students “work in teams of creative artists, technical developers and interdisciplinary facilitators to develop fun and imaginative formats for questions that assess effective skills and behaviors (including leadership, tolerance, resilience, teamwork and empathy) in their peers.” This class will be used to help with a research project “underway that studies how and where students are developing these effective skills in their time at UMBC.”  It is supported by the Hrabowski Innovation Grant.</p>
          <p>The Hrabowski Innovation Grant invests in faculty “initiatives that fuel creativity and enterprise, challenge students to take an active role in their education and transform classrooms into laboratories of the mind.” The grants, which started in 2013, were given to staff “who proposed novel ways to approach teaching and learning, with a particular focus on helping more students from all backgrounds to not only persist, but to excel.”</p>
          <p>Regarding his position, Stacey stated that he applied to the position in order to obtain the opportunity to help students even more so on a higher level. The opportunity was advertised, a search process was employed and he was interviewed. Through his new position, Stacey is able to help students on a deeper level. While the community at the Honors College is different from the community at Academic Affairs, Stacey does find that he misses the multiple one-on-one interactions with students and still keeps in contact with them. While Stacey is no longer the director of the Honors College, he still semi-advises some of them.</p>
          <p>Apart from Stacey’s experience within the Honors College, Stacey has taught political science courses at UMBC prior to being the director of the UMBC Honors College and being promoted to his new position of Interim Vice Provost and Dean of Undergraduate Education. Some of these political science courses include American Political Thought through the Civil War, Images of Society: Politics, Political Philosophy, Literature, Film, Social and Political Violence, and Ethics and Public Policy. Some of the honors courses he used to teach are Honors Internship, Honors Forum and Honors Independent Study.</p>
          <p>Stacey has also published several works, some of which include “Social Justice, Transitional Justice, and Political Transformation in South Africa” in Michael Reisch(ed), “Civil Society, Violence and War” in Helmut K. Anheier and Stefan Toepler(eds.), “Civil Society and Violence: A Research Agenda” in <em>Journal of Civil Society </em>and “A Lockean Approach to Transitional Justice” in  <em>The Review of Politics</em>.</p>

  <Title>My Hypocritical UMBC</Title>
  <Tagline>UMBC's lack of transparency and respect for our community</Tagline>

    <div class="html-content">We all joke about how UMBC is always late. <div><br></div>
    <div>We get an email 10 minutes before our 7am class that Campus will remain closed when there was already 3 feet of snow accumlation at 3 am. </div>
    <div><br></div>
    <div>We get a text of flash flooding after the flood. </div>
    <div><br></div>
    <div>Even the elevators move at a rate so slow that it would be best to rockclimb your way up to the roof and drop through the ceiling. </div>
    <div><br></div>
    <div>The only thing that might be punctual is the end of construction dates. Thanks!</div>
    <div><br></div>
    <div>Yes, we can joke about that grand delay of this campus. But what we can not ignore is this campus's apathy. And this time, this message is for our administration. </div>
    <div><br></div>
    <div>The past two weeks has been very trumatic for our UMBC community. We have experience great lost. Several members of our community from different social groups, demographics, affliations, past away and OUR adminstration remained silent. </div>
    <div><br></div>
    <div>ARE YOU SERIOUS?!!!!!</div>
    <div><br></div>
    <div>With a campus of impressionable students, faculty, and staff members YOU (adminstration) can not even be honest about the members that we lost. Each person had value, worth and contributed to our society. Let you have failed to acknowlegde their existence. What a giant slap to the face.  </div>
    <div><br></div>
    <div>One thing that you can't avoid is your constant lack of transparency, respect, and honstly. I can understand if you are not allow to release sensitive information but you have a responsibility to support this campus. </div>
    <div><br></div>
    <div>So last week you did manage to send a email about one person's contribution to society. Granted it was close to a week overdue. But...was there only one?  Did you happen to forget the other five people? What was their value? Did you even think about the implications of writing a condolences letter? </div>
    <div><br></div>
    <div>Maybe you don't want to risk your 50th year marketing tactics because there have been too many deaths? Was this inconvient? But one thing that we will never forget is your lack of honestly to support our community. You CANNOT sweep human emotions under a rug. Oh boy did you really drop the ball here. </div>
    <div><br></div>
    <div>Your mission and vision for our campus is blantly inaccurate.  It is shameful to walk in the shade of a hypocritical institution. And don't think for a second that I am the only one that has this reservation. </div>

    <div>So moving forward, maybe you (administration) should show some true grit for your community. </div>

    Software engineers building software systems in regulated environments must ensure that software requirements accurately represent obligations described in laws and regulations. Ambiguities in legal texts can make the difference between compliance and non-compliance. Ensuring alignment and compatibility is challenging because policy analysts who write laws and regulations approach ambiguity differently than the software engineers who implement software in regulated environments. Although software regulation continues to increase in visibility, prevalence, and importance–particularly for security and privacy, few software processes address challenge of identifying, classifying, and understanding regulatory ambiguity. Herein, we develop an ambiguity taxonomy based on software engineering, legal, and linguistic approaches to ambiguity. We also present two case studies of policy analysts and technologists identifying and classifying ambiguities in a portion of the Health Insurance Portability and Accountability Act (HIPAA) using this taxonomy. Results of this work suggest that the taxonomy developed can serve as a guide for identifying and classifying ambiguity but participants were not able to consistently agree on a rationale defending their ambiguity classification. These results suggest a strategy for addressing ambiguities in regulatory text—software engineers are likely to be successful at identifying elements of a legal text that then require supplemental expertise to resolve. The contributions of this work include the ambiguity taxonomy developed as well as mechanism for reporting identified ambiguities in a legal text which we call Ambiguity Intensity Maps.<strong> </strong>

    <a href="http://userpages.umbc.edu/~akmassey/" rel="nofollow external" class="bo">Aaron Massey</a> is an Assistant Professor of Software Engineering at UMBC and the Co-Director of <a href="http://theprivacyplace.org/" rel="nofollow external" class="bo">ThePrivacyPlace.org</a>.  His research interests include computer security, privacy, software engineering, and regulatory compliance in software systems.  Aaron is a recipient of the Walter H. Wilkinson Graduate Research Ethics Fellowship and a recipient of a Google Policy Fellowship.  Before coming to UMBC, he was a Postdoctoral Fellow at Georgia Tech's School of Interactive Computing.  Aaron earned a PhD and MS in Computer Science from North Carolina State University and a BS in Computer Engineering from Purdue University.  He is a member of the ACM, IEEE, IAPP, and the USACM Public Policy Council. </div>

  <Title>Carolyn Forestiere provides innovative framework for student political science research</Title>

    <img width="150" height="150" src="https://umbc.edu/wp-content/uploads/2016/10/Carolyn_Forestiere-7167-150x150.jpg" alt="" style="max-width: 100%; height: auto;"><p><strong>Carolyn Forestiere</strong>, an associate professor of political science, has published a new book that aims to provide a learn-by-doing approach to guide students through their original research projects. The book, titled <a href="https://global.oup.com/academic/product/beginning-research-in-political-science-9780190215965?lang=en&amp;cc=us#" rel="nofollow external" class="bo"><em>Beginning Research in Political Science</em></a> (Oxford University Press 2016), includes data and instructional software tutorials to help guide students through the research process from start to finish.</p>
    <p><a href="/wp-content/uploads/2016/10/Forestiere-book-cover.jpg" rel="nofollow external" class="bo"><img src="/wp-content/uploads/2016/10/Forestiere-book-cover.jpg" alt="Forestiere book cover" width="170" height="235" style="max-width: 100%; height: auto;"></a>The text includes recent political science studies to provide context for each research theme outlined in the book and explains how students can best approach writing final research reports as they complete their projects.</p>
    <p>“By and large, Forestiere has succeeded in finding that difficult balance between rigor and readability. Very few authors do that well, or are able to sustain the balance through an entire book,”Julio Borquez from the University of Michigan-Dearborn wrote in a review.</p>
    <p>In connection with Forestiere’s teaching pedagogy and research, she has recently been nominated to serve on the Pi Sigma Alpha Executive Council of the National Political Science Honor Society. Forestiere is one of just 12 members from around the country selected for the leadership role.</p>
    <p>The council meets annually at the American Political Science Association Convention to guide the affairs for the society. Beyond the 12 members, the council consists of a president, president-elect, executive director, newsletter editor, and the three most recent past presidents.</p>
    <p>Forestiere researches comparative politics, Western Europe, institutions, and research methodology. She has been heavily involved in promoting student research and civic engagement research and activities through <a href="https://umbcbreakingground.wordpress.com/tag/american-political-science-association/" rel="nofollow external" class="bo">BreakingGround</a>.</p>
