Charles Cange analyzes Baltimore's views of law enforcement

Earlier this month, a report was released by the West Baltimore Community Commission on Police Misconduct and The No Boundaries Coalition based off of a quantitative study of 1,500 Sandtown-Winchester residents about their interactions with police. The report, titled Over-Policed, Yet Underserved: The People’s Findings Regarding Police Misconduct in West Baltimore is released at a time when the U.S. Justice Department is conducting investigations into police misconduct within many urban police forces.

Charles Cange, a visiting lecturer in health, administration, and policy, is a research consultant for the commission and classified the data that was collected during the study. The report received widespread media coverage in both national and local news outlets. A complete list can be found below.

Cange told The New York Times that the interviewers in the study “identified ‘common themes,’ including perceptions of racism in law enforcement and feelings of resentment toward the police.” He explained to The Guardian that the study is “purposive sampling, based on the purpose of the research which is very different than random sampling. We’re going out to find people who have these stories, because that’s the research question.”

The findings from the report will be released to the U.S. Department of Justice as it completes an investigation into the city’s police department and is one of the first community-led reports that will be included. As part of the study, Cange worked closely with Nick Jacobsen, a master’s student in sociology, who provided analytic support during the research process.

I made this group to reach out to others. My brother killed himself on February 1st 2016. He was 22 years old and would have been 23 in a month on March 6th. He had joined the army in September 2014 and I hadn't seen him since then. A year and a half. Since my husband and I were about to move from Alaska to Maryland I was going to be coming home in a week on February 8th. I hadn't known it yet but my brother was going to surprise me and come and see us. he was stationed in North Carolina. The night before I was seeing Kung Fu Panda 3 with my husband and my mom called me asking if I had talked to my brother and she hadn't heard from him in a couple days. I just snap chatted him asking if everything was going fine and I didn't get a snap back. little did i know he was dead a couple hours before that. I woke up the next morning to a Facebook message from my brothers girlfriend asking if I had talked to him lately and I said not in a few days why? She proceeded to tell me that she was sorry but he had hung himself the night before... Knowing my brother I LAUGHED. I asked her if he was just playing a prank on her trying to get rid of a clingy girlfriend. Because that's totally something my brother would have done. So I went on with my day and was having breakfast when my mother called and was in tears telling me I had to get home. She said my brother had killed himself. I asked her where she had heard that and she said his girlfriend. and I said we didn't know anything for sure. She wasn't a reliable source. But then his ex wife called.. The military was at her house telling her my brother was dead...

The Secret Life of Mobile Applications

Dr. Julia Rubin, MIT

12:00pm Friday, 8 April 2016, ITE 325b, UMBC

As software becomes increasingly more complex and yet more pervasive, poor understanding of software behavior compromises the quality and the integrity of software systems that we use. In this talk, I will show that automated analysis techniques can help to identify and reason about software behavior characteristics that matter to humans. After a brief overview of my current research directions, I will focus on techniques for identifying privacy violations in mobile applications, i.e., leakages of sensitive information such as user location and shopping preferences. I will present a set of solutions that rely on contextual, functional and usage-based clues for improving the accuracy of leakage detection and for distinguishing between “legitimate” and “illegitimate” information distribution patterns.

Prior to that, she was a Research Staff Member and, part of the time, a manager at IBM Research in Haifa, Israel. She received her PhD in Computer Science from the University of Toronto, Canada in 2014. Julia’s research interests are in software engineering, program analysis and software security, focusing on improving the quality and the integrity of modern software systems. Her recent work in this area won an ACM Distinguished Paper Award at ASE, two Best Paper Awards, at SPLC and CSMR, and was nominated for Facebook’s Internet Defense Prize at the USENIX Security Symposium.
