HAPP Lecturer Charles Cange analyzes Baltimore citizens’ perceptions of law enforcement in new report

Earlier this month, a report was released by the West Baltimore Community Commission on Police Misconduct and The No Boundaries Coalition based off of a quantitative study of 1,500 Sandtown-Winchester residents about their interactions with police. The report, titled Over-Policed, Yet Underserved: The People’s Findings Regarding Police Misconduct in West Baltimore is released at a time when the U.S. Justice Department is conducting investigations into police misconduct within many urban police forces.

    Charles Cange

Charles Cange, a visiting lecturer in health, administration, and policy, is a research consultant for the commission and classified the data that was collected during the study. The report received widespread media coverage in both national and local news outlets. A complete list can be found below.

Cange told The New York Times that the interviewers in the study “identified ‘common themes,’ including perceptions of racism in law enforcement and feelings of resentment toward the police.” He explained to The Guardian that the study is “purposive sampling, based on the purpose of the research which is very different than random sampling. We’re going out to find people who have these stories, because that’s the research question.”

The findings from the report will be released to the U.S. Department of Justice as it completes an investigation into the city’s police department and is one of the first community-led reports that will be included. As part of the study, Cange worked closely with Nick Jacobsen, a master’s student in sociology, who provided analytic support during the research process.

The morning focused on several major UMBC research centers and labs. Joining Congressman Cummings were Belay Demoz, director of the Joint Center for Earth Systems Technology (JCET); Jan Merka, director of the Goddard Planetary Heliophysics Institute (GPHI); Jane Turner, associate director of the Center for Research and Exploration in Space Science and Technology (CRESST); Gymama Slaughter, assistant professor of computer science and electrical engineering and director of the Bioelectronics Laboratory; and Lee Boot, associate director of the Imaging Research Center (IRC).

Tyson King-Meadows, incoming associate dean of the College of Arts, Humanities and Social Sciences and Karl V. Steiner, vice president for research, also offered their perspectives on UMBC’s well-rounded research portfolio, beyond the conversation’s focus on research strengths in physics, geosciences, space science, and bioengineering.

After a brief campus tour, Congressman Cummings met with several leaders among UMBC staff whose work focuses on students’ academic success, including Renetta Tull, associate vice provost for graduate student development; Keith Harmon, director of the Meyerhoff Scholars Program, and others.

The congressman also spoke at length with scholars from UMBC’s three colleges: Sheniqua Brown ’15, M.S. chemical engineering; Marina Congedo ’17, physics and ancient studies; Ciara Davis ’17, mechanical engineering; Joseph Hunter ’16, biological sciences; Da’Kuawn Johnson ’17, biochemistry; Naomi Mburu ’17, chemical engineering; Larry Morton ’16, biological sciences; Alexis O’Malley ’16, psychology and mathematical sciences; Andreas Seas ’16, mechanical engineering; and Manisha Vepa ’18, economics and global studies.

These students represented the Sherman STEM Teacher Scholars Program, Meyerhoff Scholars Program, and UMBC Honors College. They are pursuing a range of PhD and MD/PhD programs and the most prestigious national and internships and fellowships available. They also spoke of their experiences with and deep personal commitments to community engagement in Baltimore, supporting local groups from refugee communities to elementary school students.

The congressman also spoke at length with scholars from UMBC’s three colleges: Ciara Davis ’17, mechanical engineering; Joseph Hunter ’16, biological sciences; Da’Kuawn Johnson ’17, biochemistry; Naomi Mburu ’17, chemical engineering; Larry Morton ’16, biological sciences; Alexis O’Malley, psychology and mathematical sciences; Andreas Seas ’16, mechanical engineering; and Manisha Vepa ’18, economics and global studies.

<Tagline>DPS IT Lunch and Learn Sessions</Tagline>

For some time the DPS IT Systems group has been entertaining the idea of holding regular "Lunch and Learn" sessions for DPS. For some reason or another we failed to launch the plan. Now we have decided to give these sessions a try. DPS IT will hold these sessions weekly every Wednesday from 12 p.m. to 1:00 p.m. Our plan for the format of these sessions are to have a topic of the week that will be reviewed for approximately the first thirty minutes. The remainder of the session is optional for people to stay and will be used for questions and or demonstrations. Also in the 2nd half of the session if you have any type of technology or process type of question related or unrelated to the topic shared that day participants can ask these questions then as well.

Some weeks we may not have a specific topic to review. In these cases someone from DPS IT will be on duty for the hour to assist any DPS employee that wants to drop by and ask a question or have something demonstrated.

All sessions will be listed in the DPS - Internal myUMBC Group under the Events tab so please check for the schedule. We will try to keep the schedule updated. We also plan to alternate the sessions between a location on the 4th floor of Sherman Hall and a space on the 2nd floor of the University Center. Again the information under the Events tab in the DPS - Internal myUMBC Group will contain the session location and other information.

One requirement to participate in these sessions is that you have to bring a mobile device (i.e. laptop, tablet, smartphone) to gain entry. These sessions may involve hands-on learning. If you need to borrow a device you will need to submit a request to DPS IT at least a day in advance of the session.

We hope you can come and join us. If you have any comments and or questions please share below in this myUMBC Group. Also if you have any topics that you would like us to cover please feel free to leave that as a comment as well.

Online Placement Testing Available!

It's that wonderful time of year again! Spring is here! The birds are flying, the bees are buzzing, and class registration sign up is right around the corner.
So if you're planning on taking a science course, a math course, or ENGL 100 next semester, now would be the time to take your placement test!

You probably took your placement tests when you first came in as a freshman or a transfer student. However, if you never took a Math course in your first year at UMBC or you never took ENGL 100 in your first two years at UMBC, your score might be expired and you'll need to take the test again. (You can find this out when you attempt to register for the course.)

If you need to take a placement test, online placement testing will be available starting March 22, 2015 and we will have testing windows throughout the summer. If you need to sign up, email the ASC with the subject "Placement Test Request" in the headline and we'll tell you everything you need to know!

For more information on Placement Testing, visit our website!
