His article explores UMBC’s approach to increasing supports and
opportunities for faculty who have ideas, inventions and discoveries
    with great commercial potential.

One big driver of the start-up boom: a
new standard, simplified commercialization agreement that UMBC faculty
and graduate students can use to launch their companies.

The Express Licensing Agreement
(EXLA) was created by the Office of the Vice President for Research,
and is a standard, non-negotiable agreement that can help streamline
contract negotiations. Not only does the EXLA replace the previously
time-consuming legal negotiation process, it also simplifies the
commercialization process, removing barriers that can dissuade faculty
    from pursuing entrepreneurial interests.

“This was something that we needed to improve our ability to be flexible and responsive,” says Karl V. Steiner, vice president for research at UMBC. Steiner notes that
many faculty see themselves as academics who publish findings before
they see themselves as entrepreneurs who can turn their discoveries into
accessible products and commercial ventures. He emphasizes that
educating faculty about opportunities available to them as
entrepreneurs, and how the commercialization process works, is key to
    advancing tech commercialization.

Of the five new start-ups launched at
UMBC in the past year, three utilized the EXLA. Steiner anticipates
that several more companies will soon be established with the help of
    the agreement.

MONEY magazine recognizes UMBC as a top public university with an “impressive record”

Less than a week after FORBES named UMBC one of the nation’s top 100 public universities, MONEY magazine has confirmed it, describing UMBC as an academic powerhouse and a solid value for students and their families.

“University of Maryland-Baltimore County is a young school, but it has built an impressive record since its founding in 1966,” the MONEY College Planner notes.

In addition to recognizing UMBC as one of the top 100 public universities in the United States, the new MONEY list ranks UMBC among the top three public universities in Maryland (also including University of Maryland, College Park, and St. Mary’s College of Maryland).

MONEY highlights the wide variety of academic offerings available at UMBC. Beyond popular programs in biology, computer science, psychology, and other social sciences, the publication notes Asian studies, aging services, game development, and medieval and early modern studies as intriguing UMBC programs not found at many other universities. MONEY also notes UMBC’s graduate programs in human-centered computing, atmospheric physics, and language, literacy, and culture.

One student describes academics as an area “where this school shines,” telling MONEY, “The professors are absolutely great…friendly, approachable, and helpful. The variety of courses here is unbelievable.”

Another student told MONEY:

Professors at UMBC are truly passionate about what they teach and make it a point to help the students understand each and every topic. They take questions from students even in big crowded lecture halls because they care about the individual’s problems and make it a priority to help them. The quality of courses is excellent…”

A third UMBC student shared:

This university is very academically focused, however it can also be a lot of fun. The brightest students in the area come to this school, which is great because you can have meaningful dialogue with people here. The professors are fantastic and very eager to help students succeed, overall.

MONEY’s college ranking measures educational quality, affordability, and career success. This year the publication judged colleges on 24 factors, such as graduation rates, borrowing, and alumni income. Also included in each college’s profile is a sense of campus life and student experience. On this point, MONEY notes:

UMBC prides itself on its diverse campus and student body, and student housing includes 10 living-learning communities centered on themes such as women in technology, visual and performing arts, and humanities. Even the school’s mascot is a bit of a standout: It’s a Chesapeake Bay retriever, who shows up to cheer on UMBC athletic teams—the Retrievers.

More UMBC rankings are available through UMBC News.

3.1.3 Environment and Sustainability

UMBC is committed to protecting the natural environment and promoting environmental sustainability. Our mission embraces social responsibility, which includes responsibility to the natural environment on which our local, national, and global communities depend. The priority includes both incorporating environmental concerns into the academic enterprise and moving the campus toward greater environmental stewardship and climate neutrality. Within the academic enterprise, objectives we have achieved include continuing to develop the PhD program in the Department of Geography and Environmental Systems; initiating an engineering track focused on environmental engineering; and producing or promoting more high-quality environmental research. Contributors to UMBC-linked environmental research growth include our Center for Urban Environmental Research and Education (CUERE) and the U.S. Geological Survey Regional Water Science Center at the bwtech@UMBC Research and Technology Park, among others.

Administrative objectives we have achieved include developing of a campus Climate Action Plan in response to the American College and University Presidents Climate Commitment; conducting a comprehensive energy audit and entering into an energy performance contract to finance and complete energy conservation initiatives; identifying and pursuing strategies to improve public transportation and car- and van-pool options for students, faculty, and staff; and attracting new companies with a focus on environment and sustainability to bwtech@UMBC. That last objective also addresses our mission to contribute to the economic development of Maryland.

Some notable ways we have addressed the environmental priority are detailed below:

    • UMBC was one of three USM partners in the creation in 2010 of the Institute of Marine and Environmental Technology (IMET) in Baltimore. IMET’s marine biotechnology 28 program became the new Department of Marine Biotechnology in UMBC’s College of Natural and Mathematical Sciences. IMET uses the research, training, and technology transfer capabilities of its partner institutions—the others are the University of Maryland, Baltimore and the University of Maryland Center for Environmental Science-- to conduct marine and environmental research that supports development of technologies to address protection and restoration of coastal marine systems and watersheds, sustainable use of their resources, and improvement of human health.

    • The geography and environmental systems department has expanded. Undergraduate majors have grown from 168 to 291 in six years, a new graduate program enrolled 13 PhD and 40 master’s students, tenure-track faculty positions have increased from eight to 12, and external funding is growing.

    • UMBC is attracting new businesses to its research park with a focus on environment and sustainability. Through a partnership with the Maryland Clean Energy Center and Baltimore County, bwtech@UMBC Research and Technology Park has established an incubator for clean energy start-up businesses.

    • We are implementing the Climate Action Plan. The Climate Change Task Force submitted the plan in September 2009, as required by the American College and University Presidents Climate Commitment signed by President Hrabowski in 2007. This document describes the campus’ plans to reduce its carbon footprint over time. The FY 2015 greenhouse gas inventory showed a decline of 15.5 percent from our FY 2007 baseline. The decline is attributable to lower electricity usage, an increase in renewable energy credits, and a reduction in air travel.

    • After a comprehensive energy audit, UMBC entered into an energy performance contract with the State to finance $13 million in major energy conservation projects on campus, with the debt to be repaid through energy cost savings over ten years.

    • An environmental sustainability coordinator to promote and track conservation, recycling and other environmentally beneficial activities was hired in 2012.

    • The new Performing Arts and Humanities Building and the Patapsco Hall addition were built to LEED (Leadership in Energy and Environmental Design) specifications, and were awarded Silver and Gold certifications respectively
